PROCEDURAL GUIDELINE – Traffic Control: Safety<br />

1 INTRODUCTION<br />
The RTA manual “Traffic Control at Worksites Manual” (www.rta.nsw.gov.au), outlines the processes<br />
and responsibilities for traffic control at work sites and must be used in conjunction with this<br />
procedure when working on RTA roads.<br />
The AS 1742.3 – Manual of uniform traffic devices – Traffic Control devices for works on roads,<br />
outlines the minimum processes and responsibilities for traffic control.<br />
This procedure is <strong>to</strong> be used in conjunction with AS 1742.3 for non RTA roads and refers <strong>to</strong> work<br />
conducted within the boundaries of all roads.<br />
2 WHY THESE INSTRUCTIONS ARE IMPORTANT<br />
This procedure is essential for:<br />

compliance with the regula<strong>to</strong>ry requirements for traffic control at our worksites<br />
ensuring the safety of our employees and members of the public.<br />
The RTA, Traffic Control at Work Sites Manual makes reference <strong>to</strong> specific levels of authority and<br />
uses specific terms for these positions. Where this position is stated in the Traffic Control at Work<br />
Sites Manual, the following will apply <strong>to</strong> Country <strong>Energy</strong>.<br />
Nominated traffic control site Supervisor<br />

BE responsible for compliance with the traffic control plans adopted for the work site<br />
ENSURE that any employee appointed <strong>to</strong> the role of nominated traffic control site supervisor<br />
has the appropriate RTA qualification for traffic control management<br />
ENSURE they are appropriately qualified in the traffic control process<br />
KEEP a record of the TCP that was used on HIRAC form<br />
HAVE a copy of the TCP used on site<br />
RECORD location reference of the work on HIRAC form<br />
PERFORM inspections before work starts, during the works and pre-closedown of the site<br />
CHECK periodically that all signs and devices are satisfac<strong>to</strong>ry and in their correct position<br />
ATTEND <strong>to</strong> minor problems as they occur<br />
ENSURE that any corrective action specified is taken<br />
CONSULT with any contrac<strong>to</strong>rs that maybe conducting traffic control at our worksite on our<br />
behalf.<br />
