As Ross Lane has elevated hierarchical status any road closure<br />

would be strongly discouraged and any change of traffic<br />

conditions <strong>to</strong> Ross Lane requires extensive variable message<br />

sign notification.<br />

Pacific Highway<br />

The Pacific Highway within Ballina Shire has very little option<br />

for de<strong>to</strong>ur should <strong>to</strong>tal closure be applied. I seek <strong>to</strong> advise you<br />

that both Council and the RTA are reticent <strong>to</strong> implement any<br />

lane or full closures of the Pacific Highway without a<br />

comprehensive vehicle management plan being submitted for<br />

consideration. Please note that submission of such a plan does<br />

not predicate an approval.<br />

The upgrade works include the existing powerline that crosses<br />

Ross Lane. As detailed in the TMP road closures can be<br />

avoided where the new conduc<strong>to</strong>rs can be fed over the road<br />

using existing conduc<strong>to</strong>rs, which is likely in this case. Any<br />

requirement for partial or <strong>to</strong>tal closure (in the unlikely event t<br />

is required) will be undertaken in accordance with the<br />

measures detailed in the TMP including Country <strong>Energy</strong>’s<br />

procedures provided at Annex A that include consultation<br />

with and approval off the relevant road authority.<br />

The RTA has provided a response regarding potential for road<br />

closures of highways. Refer Sections 5.6, 5.10 and 6.1<br />

S<strong>to</strong>pping or merging traffic – includes all concerns described.<br />

The Pacific Highway has only two de<strong>to</strong>ur points. The first is<br />

Ross Lane – Coast Road and the second is Teven – Tintebar<br />

Road. The latter has a right turn ban for south bound vehicles<br />

at the Teven Road/Pacific Highway intersection and has load<br />

limits on two existing bridges.<br />

Please note that the Pacific Highway is predominantly one<br />

lane (each way) with(in) the Shire and it conveys 18,000 –<br />

23,000 vehicles per day. Any change in traffic lanes quickly<br />

results in substantial queuing.
