The most significant impact <strong>to</strong> traffic at both substation locations is the<br />
importing of the transformers which requires the use of low loaders. This<br />
may cause traffic delays during the delivery and may require partial <strong>to</strong> <strong>to</strong>tal<br />
closure of the roadway adjacent <strong>to</strong> the substation during the installation of the<br />
transformer. At the Suffolk Park substation site Yagers Lane may require<br />
partial <strong>to</strong> <strong>to</strong>tal closure although minimal traffic volumes are expected <strong>to</strong> be<br />
affected due <strong>to</strong> the rural location of the roadway.<br />
The transmission line network will need <strong>to</strong> be connected <strong>to</strong> the substation<br />
upon completion of construction. The transmission line connection activities<br />
have the potential <strong>to</strong> cause partial or <strong>to</strong>tal closures of adjacent roadways while<br />
the lines are being linked <strong>to</strong> the new infrastructure. Similar <strong>to</strong> the line<br />
upgrades throughout the project, the connection will be completed in a short<br />
period of time (less than one day) so road closures will be temporary.<br />
5.5.3 Upgrade of Skinners Shoot Road and Yagers Lane<br />
Skinners Shoot Road and Yagers Lane are <strong>to</strong> be upgraded <strong>to</strong> provide a suitable<br />
trafficable surface <strong>to</strong> accommodate the heavy vehicle movements and oversize<br />
loads associated with the transmission line upgrade and construction of the<br />
Suffolk Park substation. Country <strong>Energy</strong> intends <strong>to</strong> upgrade the sections of<br />
the road that are currently inadequate <strong>to</strong> allow construction traffic access.<br />
Country <strong>Energy</strong> will repair <strong>to</strong> the pre-existing state any damage caused by<br />
construction traffic.<br />
Skinners Shoot Road is in poor condition and is considered substandard for<br />
the current volume of daily traffic movements and the heavy vehicle<br />
movements required <strong>to</strong> transport electricity transformers.<br />
The first 1km of Skinners Shoot Road through the SEPP 14 Coastal Wetland<br />
system will require some minor upgrade works. This will include pavement<br />
improvements and widening of the sealed section from 3m <strong>to</strong> 4m with<br />
bitumen surfacing within the existing wider unsealed road formation. Some<br />
trimming of overhanging vegetation (branches only) will be required <strong>to</strong><br />
minimise potential damage from vehicle strike. As it does not involve any<br />
clearing, levee construction, drainage or filling of the adjacent SEPP 14<br />
Wetland, the Project does not trigger any of the referral and concurrence<br />
provisions of SEPP 14. Appropriate mitigation measures have been<br />
developed <strong>to</strong> ensure that the potential for any impacts upon the wetlands are<br />
eliminated during construction.<br />
