4.16 Training<br />

Traffic control and the selection or design of TCPs must only be undertaken by persons who are<br />

qualified, authorised and have passed RTA approved training courses. The training of personnel will<br />

be an integral part of the implementation of this document.<br />

4.17 Traffic Control Using a STOP/SLOW Bat<br />

<br />

This course is for employees required <strong>to</strong> control traffic at a work site, by using STOP/SLOW<br />

(R6-8/T7-1) bats in accordance with an approved TCP.<br />

4.18 Introduction <strong>to</strong> Traffic Control at Road Works<br />

<br />

This course is for employees required <strong>to</strong> set up and work with TCP issued <strong>to</strong> them by<br />

Supervisors, Line Managers or others as qualified<br />

This course instructs participants in how <strong>to</strong> set out and remove TCPs and control any on-site<br />

hazards<br />

It does NOT allow the participant <strong>to</strong> select or modify existing TCPs.<br />

4.19 Traffic Control at Worksite (TCAW) Planning<br />

This course is for employees required <strong>to</strong> select and make minor modifications <strong>to</strong> standard<br />

TCPs <strong>to</strong> suit the work locations, i.e. Works Supervisors, Team Leaders and others etc<br />

It does NOT allow the person <strong>to</strong> design a new TCP or <strong>to</strong> Audit Traffic Control Plans on a road<br />

construction site.<br />

4.20 Design & Audit Traffic Control Plans<br />

<br />

This course is for staff required <strong>to</strong> design new Traffic Control Plans or produce major upgrades<br />

of standard plans and/or staff that will be required <strong>to</strong> Audit TCPs on any worksite.<br />

4.21 Auditing<br />

A traffic control safety audit is a structured procedure whereby an independent and suitably qualified<br />

person uses a checklist <strong>to</strong> review and report on the selection, design and implementation of TCPs.<br />

Traffic control auditing will be conducted by members of the Safety Team, who are qualified under<br />

section 4 of this procedure. The audit process will be completed by using an approved inspection<br />

checklist on a regular basis.<br />

All work sites may be subject <strong>to</strong> traffic control safety audits including sites where traffic control is<br />

undertaken by contrac<strong>to</strong>rs.<br />

4.22 Record keeping<br />

It is a requirement <strong>to</strong> maintain and s<strong>to</strong>re HIRAC and auditing information relating <strong>to</strong> traffic control.<br />

All records are <strong>to</strong> be kept in accordance with CEPG1060 – Records Management. All records shall<br />

be kept for 1 year at FSC then archived for 2 years. If there has been an incident then records shall<br />

be kept for 7 years, as per CECG1000 Safety Health and Environmental Management.<br />

NOTE: In the case of incidents either witnessed or reported or involving the public or from which<br />

legal proceedings might arise, the actual type, size and location of signs, and devices in use at the<br />

time of the incident should be recorded and the sign arrangement pho<strong>to</strong>graphed for subsequent<br />

reporting via the WIN system.<br />
