Financial Introduction
Purpose of the Long Term Plan
The long term plan has been prepared in accordance with
Section 93 of the Local Government Act 2002. The Act states
that the purpose of the long term plan is to:
• Describe the activities of the Council; and
• Describe the community outcomes of the District; and
• Provide integrated decision-making and co-ordination
of the resources of the Council; and
• Provide a long term focus for the decisions and activities
of the Council; and
• Provide a basis for accountability of the Council to the
community; and
• Provide an opportunity for participation by the public
in decision-making processes on activities to be
undertaken by the Council.
Further requirements under the Act are to:
• Use the special consultative procedure in adopting the
long term plan.
• The long term plan must cover a period of not less than
10 consecutive financial years
• The long term plan must be adopted before the
commencement of the first year and continue to be in
force until the close of the third consecutive year.

The long term plan is based on assumptions and budgets for the
entire 10 year period and as such it is important to note that
actual results achieved for the period are likely to vary from the
information provided in the Plan and that the likely variations
may be material.
The long term plan has been prepared for the purposes
described earlier and the information may not be appropriate
for purposes other than those described.
Statement of Responsibility
The forecast financial statements are prepared on the basis
of best-estimate assumptions as to future events which the
Council expects to take place as of 28 June 2012.

Comparative Information
The 2011/2012 comparative information is based on the
2011/2012 Annual Plan. The comparative numbers in the activity
sections have been adjusted to reflect the changed structure to
the activities from how they were structured in the Annual Plan,
for instance, Footpath Construction was previously disclosed
as part of Township Maintenance in the Community Services
and Facilities. Due to a change in the legislation, Footpath
Construction now forms part of the Roads and Footpaths
Group of Activities.
