Community
Services and
Facilities –
Residential Housing
The Council’s funding
of Residential Housing
contributes to the
Hurunui district being:
A desirable and safe place
to live:
• We have attractive well
designed townships
• Communities have
access to adequate
health and emergency
services and systems
and resources are
available to meet civil
defence emergencies
• Risks to public health
are identified and
appropriately managed
A place where our
traditional rural values
and heritage make
Hurunui unique:
• People have a range
of opportunities to
participate in leisure
and culture activities
• Our historic and
cultural heritage is
protected for future
generations
Those living in areas with
housing and/or who qualify for
housing benefit most from
it; hence there is justification
in terms of transparency and
accountability for funding
this service distinctly from
other activities. There are no
significant costs associated with
this distinction.
The predominant benefit is to
those provided with housing,
but there is a component
of benefit to the District
as a whole, as medical
practitioners and Council
staff who might otherwise
not live in the District are
provided with housing.
There are capital costs
associated with the
construction of the housing.
The benefits accrue for the
life of the buildings. This
implies that the structures
should be funded by way of a
loan pursuant to the Council’s
Internal Financing Policy.
Operational costs are
maintenance and benefits
accrue at the time the
expenditure takes place.
Operational and Capital Costs:
• Market rents for Council staff with any
shortfall to be made up from the District
Rate on Capital Value.
Sustainability:
• There will be a positive effect on the
current and future economic wellbeing of
the persons housed. Any slight negative
effect on the current and future economic
wellbeing of ratepayers in general will be
offset by gains in social wellbeing.
