The Council’s funding
Building Services
contributes to the
Hurunui district being:
A desirable and safe
place to live:
- We have attractive
well designed
townships
- Communities have
access to adequate
health and emergency
services and systems
and resources are
available to meet civil
defence emergencies
- Risks to public
health are identified
and appropriately
managed
A place that
d e m o n s t r a t e s
e n v i r o n m e n t a l
responsibility:
- We protect our
environment while
preserving people’s
property rights
- We minimise
solid waste to the
fullest extent, and
manage the rest in a
sustainable way
Those who use the service
benefit more than those
who do not, hence, for
reasons of transparency
and account- ability, there
is justification for funding
it distinctly from other
services. There are no
significant costs involved in
this distinction.
The predominant benefit is
to the owner of the premises,
but there are benefits to the
District as a whole in that
the service is available on an
ongoing basis to cater for
future development and in
that residents are assured
that the environment they
work and live in is safe.
The benefits from capital
expenditure accrue over
the life of the asset and the
benefits from operational
expenditure accrue at
the time that the work is
completed.
Building consents:
- 100% user charges.
Building Administration other than consents
processing (including some advice):
- Some of the benefit from this will be related to
property value and some will not. The Council
has determined that this should be funded from
the District The slight ongoing negative effects
on the economic well- being of those who pay
for these services will be offset by future gains in
social and environmental wellbeing.
BCA Costs:
- The costs relating to the BCA Accreditation
process will be funded by a separate levy charged
on building consents.
Sustainability:
- The negative impact of the cost of this service is
offset by the social wellbeing through having a safe
and healthy communities.
