2.2 HOW SYNARCHY BANKERS PLAYED LAVAL<br />

The initial problem the Synarchist leadership encountered with their<br />

fascist-corporate control scheme was that Laval would not play along with<br />

it. It is not clear as to when Laval was introduced to the idea <strong>of</strong> Synarchy,<br />

but it was very likely as early as 1930, during his first Prime ministership, or<br />

even before, when he was Mayor <strong>of</strong> Aubervilliers. The role <strong>of</strong> Laval's<br />

{Banque Nationale pour le Commerce et l'Industrie} (B.N.C.I.) was a<br />

marker in this respect. The most interesting part <strong>of</strong> its involvement,<br />

however, occurred during the early years <strong>of</strong> the Vichy government, until the<br />

time the government arm <strong>of</strong> the <strong>synarchy</strong> is revealed to the public in March<br />

1941, probably under Laval's orders. The sequence <strong>of</strong> events was as follows:<br />

Historian Richard F. Kuisel, who attempted to downplay the Vichy<br />

regime <strong>of</strong> the <strong>synarchy</strong> as a "legend", exposed nonetheless how this<br />

<strong>synarchy</strong> established itself inside the government <strong>of</strong> France much before the<br />

Vichy regime. Kuisel wrote: "Saint-Yves's thought became part <strong>of</strong> the<br />

Martinist doctrine through the efforts <strong>of</strong> Papus. After the latter's death, the<br />

Martinist order experienced a schism. In 1921, those who were loyal<br />

disciples <strong>of</strong> Saint-Yves [d'Alveydre], and who shared his political interests,<br />

established their own temple, in Paris, and called their cult the {Ordre<br />

Martiniste et Synarchiste}. While the older branch {Ordre Martiniste}<br />

discarded Saint-Yves' teaching, the new dissident Martinist Order dedicated<br />

itself to modernizing and promoting synarchical theory. Its founder and first<br />

Grand Master was Victor Blanchard, an <strong>of</strong>ficial <strong>of</strong> the Chamber <strong>of</strong> Deputies.<br />

It was Blanchard's schismatic Martinist Order that spawned the mysterious<br />

{Mouvement Synarchist d'Empire} (MSE), a society founded in 1922, to<br />

win the world's elite to synarchical principles, and it was the MSE that, in<br />

turn, produced the key document in the legend <strong>of</strong> the Vichy Synarchy - the<br />

In March-April <strong>of</strong> 1940 Dr. Henri Martin, one <strong>of</strong> the leaders <strong>of</strong> the<br />

Cagoule (The Hooded Ones), a former Maurrassien, anti-communist, anti-<br />

Semite, and Nazi collaborator, who had become the head <strong>of</strong> Vichy's Special<br />
