were also attempting to gain control <strong>of</strong> the Standard Oil Company <strong>of</strong> New<br />

Jersey and its affiliates in Algiers, North Africa. The Laval Bank in Algiers<br />

was competing with the {Banque Worms} in Algiers. One example <strong>of</strong> the<br />

fight between the {Banque Worms} and the B.N.C.I. was the incident in<br />

which, in June 1942, Ford Afrique transferred nearly 4 million francs from<br />

its account at the B.N.C.I. to its other account at Worms & Cie, in Algiers.<br />

Sacks reports: "B.N.C.I. (Afrique) felt aggrieved at the loss and protested<br />

unsuccessfully. In the granting <strong>of</strong> pro-Vichy and pro-German banks, the<br />

incident would establish the B.N.C.I. (Afrique) as second only to Worms &<br />

Cie." (p. 35) This reflected the internal fighting going on between what<br />

historian Richard Kuisel had called the fight between the "technicians" and<br />

the "ultras," that is, between the fascist Left and the fascist Right. This is<br />

also a turning point in the war. Hitler had just put Laval back into power, in<br />

April <strong>of</strong> 1942. In June <strong>of</strong> the same year, Charles de Gaulle and the<br />

organization <strong>of</strong> the French Resistance signed the {French Charter} accord.<br />

3.2 HOW PIERRE LAVAL CAME TO POWER<br />

<strong>Pierre</strong> Laval was born on June 28, 1883 at Chateldon, Auvergne. He<br />

first entered into politics in 1914, winning a socialist deputy seat as a<br />

member <strong>of</strong> the Second International, called Section Francaise de<br />

l'Internationale Ouvriere (S.F.I.O.) Party. Claiming to be a pacifist, he<br />

claimed parliamentary exemption during the First World War. He had<br />

endorsed the Russian Revolution <strong>of</strong> 1917 with enthusiasm, until suddenly by<br />

1920, he went from the extreme Left to the extreme Right. That was<br />

probably when Laval was recruited into the <strong>synarchy</strong>. After he became<br />

mayor <strong>of</strong> Aubervilliers, a working class suburb <strong>of</strong> Paris, Laval began to flirt<br />

with big business, and bankers during the mid 1920's, when he began to<br />

amass a little fortune. In 1926, he served in three cabinets <strong>of</strong> Pan European<br />

synarchist Coudenhove Kalergi's associate, Aristide Briand. Then, Laval<br />

was elected to the Senate in 1927.<br />

Laval then joined two governments <strong>of</strong> conservative President Andre<br />

<strong>Pierre</strong> Tardieu, in 1930, and became President <strong>of</strong> the Council in 1931, and<br />

again in 1935-36. Laval began to make important changes in foreign policy<br />

during his tenure as Foreign Minister and Premier in the mid-thirties. He was<br />

initially committed to isolate Germany by creating a rapprochement with<br />
