Subsequently, by March 24, the pound sterling had been lowered to 79 F.<br />
However, before the bankers decided to stabilize the situation, they<br />
made sure that the French government would increase its indebtedness. As<br />
expected, the POINCARE government pledged no new expenditures and<br />
agreed to open a credit <strong>of</strong> $100 million with J.P. MORGAN to avoid<br />
government bankruptcy. What had happened, was that the LAZARD<br />
FRERES <strong>of</strong> London, the LAZARD FRERES <strong>of</strong> New York, and J.P.<br />
MORGAN, had played the franc up against the French government, simply<br />
to show the parliamentarians that they had to obey the bankers and promptly<br />
respond to their requirements on taxes, balancing the budget, and<br />
suppressing all other new expenditures, in order to pay the debt.<br />
Banking historian, KENNETH MOURE, made the point very clearly<br />
in his <strong>book</strong>, {The Gold standard Illusion}, Oxford University Press, 2002.<br />
He stated: "Morgan attached particular importance to the public statement<br />
that the Bank <strong>of</strong> France and the French government agreed 'that in the event<br />
the credit is not at maturity liquidated in other ways, gold in amount equal to<br />
the loan ($100 million) shall be shipped to us in New York.'"<br />
This is how the PURE POWER <strong>of</strong> bankers is exercised all the time<br />
against governments which do not have control over their own monetary<br />
policy. The following example will show what happens to a banker who is<br />
willing to change sides and join the forces <strong>of</strong> a government in national<br />
monetary matters.<br />
14.2 THE ASSASSINATION OF DIMITRI NAVACHINE<br />
On January 24, 1937, DIMITRI NAVACHINE, a well-known<br />
Russian banker living in Paris was found assassinated on Avenue du Parcdes-Princes,<br />
in Boulogne. NAVACHINE had been the director <strong>of</strong> the first<br />
bank <strong>of</strong> the U.S.S.R. in Paris. The bank had been registered under the name<br />
<strong>of</strong> {Banque des pays de l'Europe du Nord}, and NAVACHINE had left the<br />
bank in 1924 because he though he had discovered that history was not<br />
going to be made by the masses <strong>of</strong> the proletariat, but by a closely knit group<br />
<strong>of</strong> monetary technicians who knew how to manipulate world currencies on<br />
behalf <strong>of</strong> the old European oligarchy. It was synarchist YVES<br />
BOUTHILLIER who recruited NAVACHINE to this idea and to the<br />
Synarchy, during the 1920's, because NAVACHINE was part <strong>of</strong> an<br />
