whom were long time supporters <strong>of</strong> Laval. Nobody spoke. Nobody defended<br />

the Third Republic. The surrender was unanimous.<br />

During the afternoon session, the President <strong>of</strong> the Senate, Jeanneney,<br />

a staunch Third Republic defender, was bending backward even more than<br />

Herriot, who had set the tone at the morning session <strong>of</strong> the Chamber.<br />

Jeanneney stated: "I attest to Marshal Petain our veneration and the gratitude<br />

which is due to him for making a gift <strong>of</strong> his person to this country…We<br />

know the nobility <strong>of</strong> his soul…Let us get to work! …To forge a new soul for<br />

our country…and finally reestablish the authority <strong>of</strong> moral values, in short,<br />

authority." (Shirer, Op. Cit., p.933)<br />

As soon as Jeanneney had pronounced those words, the audience<br />

realized that the Senator's choice <strong>of</strong> language meant that he was endorsing<br />

Laval also, who had used the same words all week in organizing the<br />

senators. That decided the entire senatorial vote from the beginning. Only<br />

one Senator, the Committee Chairman, Boivin-Champeaux, had enough<br />

courage to state: "It is not without sadness that we shall bid adieu to the<br />

Constitution <strong>of</strong> 1875. It made France a free country…It died less from<br />

imperfections than from the fault <strong>of</strong> men who were charged with guarding it<br />

and making it work."<br />

Considering the general cowardice <strong>of</strong> both assemblies, Boivin-<br />

Champeaux's statement can be considered as an honorable epitaph. Both<br />

Houses had delivered the Third Republic on a platter to the Beast-man<br />

Laval, who remained silent; beaming. The morning vote <strong>of</strong> the Chamber was<br />

395 against 3, and the afternoon Senate vote was 229 against 1. Thus, in all<br />

<strong>of</strong> France, there were only four members <strong>of</strong> Parliament who voted against<br />

fascism, on July 9, 1940. That was the pro<strong>of</strong> Laval was seeking to confirm to<br />

demonstrate that Parliament was no longer necessary.<br />

The next day, July 10, the National Assembly met in secret to<br />

deliberate on the motion giving Marshal Petain complete dictatorial powers<br />

to promulgate the {synarchist-fascist constitution} <strong>of</strong> the new {French<br />

State}. A vote <strong>of</strong> no confidence could still have been delivered, on that<br />

second day, if the members <strong>of</strong> Parliament wished to vote against the new<br />

constitution. Instead, this became their last free vote.<br />

Laval wanted to impress the members <strong>of</strong> Parliaments in the grand<br />

style <strong>of</strong> Hitler. He had posted all around the Grand Casino a cordon <strong>of</strong><br />
