According to war historian, Henry Torres, Laval already had his<br />

program all prepared as early as July 10, 1940. "I have been among you<br />

since 1914 and I do not forget that I come from the people," declared Laval<br />

in a public speech. "But since parliamentary democracy insisted on taking up<br />

the struggle against Nazism and Fascism, and since it has lost the fight, it<br />

must disappear. A new regime must follow it, a regime which will be bold,<br />

authoritarian, social and national…We have always followed in England's<br />

wake. Nothing was more humiliating than the sight <strong>of</strong> our politicians going<br />

to London to ask permission to be French Ministers…You can see where all<br />

this has led us… We have no other road to follow than that <strong>of</strong> loyal<br />

collaboration with Germany and Italy. I experience no embarrassment in<br />

speaking thus, for even in peacetime, I favored such collaboration." (Henry<br />

Torres, {<strong>Pierre</strong> Laval}, New York, 1941, p.262.) Indeed, it had become for<br />

Laval a much better alternative to ask Germany the "permission to be French<br />

Ministers."<br />

A few months later, Laval was meeting at Montoire with Adolph<br />

Hitler, on October 22, 1940. Hitler and Laval embraced each other, and<br />

arranged to have Petain meet with Hitler, two days later, with a pledge <strong>of</strong><br />

total collaboration on the part <strong>of</strong> the French State. Laval was a complete and<br />

unequivocal collaborator <strong>of</strong> the Nazis.<br />

Thus, Laval's first task was to destroy the parliamentary system <strong>of</strong><br />

France. Laval did not waste one moment. He immediately convened the<br />

National Assembly to Vichy and began to denounce the Third Republic as<br />

the most corrupt "republican" regime, and as the source <strong>of</strong> all <strong>of</strong> the<br />

disorders and anarchy in the country. In his speech <strong>of</strong> July 10, 1940, Laval<br />

won over the National Assembly to the {New Order}. He convinced the<br />

deputies to abdicate their powers to Marshal Petain, which they did. Petain<br />

rewarded Laval by making him the Chief <strong>of</strong> Government for the new French<br />

State. Laval had finally been appointed the leading spokesman for the<br />

Germans inside <strong>of</strong> the French Government.<br />

Then, Laval suffered a terrible set back on December 13, 1940, when<br />

he was kicked out <strong>of</strong> the government by Petain who got him arrested. Laval<br />

had been too recklessly pro-German and anti-British, and wanted to establish<br />

a dictatorship at any cost. He was saying to anyone who wanted to hear: "I<br />

have finally come round full circle, I have returned to the faith <strong>of</strong> my youth.<br />

I alone am capable <strong>of</strong> severing the masses from democracy." On the other<br />

hand, Petain was a Maurrassien who was considering the return <strong>of</strong> the<br />
