1.2 INTRODUCTION
Saint Yves d'Alveydre was the inventor of the term Synarchy, which
he defined as a form of government in which "{the men who disposed of
power must be subordinated to those who disposed of authority.}" The
powers are essentially divided into three chambers: Education, Justice, and
Economy. The chambers are elected by universal suffrage, and are
responsible for legislation. The executive is the Authority, which is never
delegated, and which is chosen by way of {masonic initiation}. In one word,
a Constitutional Republic and a Synarchist Government are mutually
exclusive. (The modern Martinists, Saint-Yves d'Alveydre, Papus
(Gerard Encausse), and Philippe de Lyon are reported to have also circulated
the fraudulent {Protocol of Zion} at the Russian court of Nicholas II.
