Royaumont, at the University <strong>of</strong> Mayence, and <strong>of</strong> Francfort-sur-Main, at the<br />
Center for Foreign Relations <strong>of</strong> Bad Durkheim, at the European College <strong>of</strong><br />
Nancy, at the University <strong>of</strong> Tours, and at the European University <strong>of</strong><br />
Strasbourg. In 1952, MARC joined with GUY MICHAUD, pr<strong>of</strong>essor at the<br />
University <strong>of</strong> Sarre and planed for the creation <strong>of</strong> an International<br />
University. He created a European Center <strong>of</strong> Documentation in Sarrebruck.<br />
MARC and his friends worked night and day, from 1952 to 1955, for the<br />
project <strong>of</strong> making the Sarre district a fascist European region, which would<br />
be independent <strong>of</strong> Germany. The project failed on October 23, 1955, when<br />
the Sarre population chose to link themselves with Germany, by referendum.<br />
It is essential to note, here, that such European Federation University<br />
projects represented exactly the opposite intention <strong>of</strong> the fight for the<br />
sovereignty <strong>of</strong> the Nation-State, exemplified by the Larouche Movement<br />
world wide, and the opposite to the idea <strong>of</strong> a University on Wheels created<br />
by Lyndon LaRouche and his LaRouche Youth Movement (LYM).<br />
In 1954-55, MICHAUD and MARC organized the European<br />
University Congress <strong>of</strong> Trieste and the International Center for European<br />
Formation (CIFE), with the collaboration <strong>of</strong> GUGLIELMO USELLINI. The<br />
role <strong>of</strong> the CIFE became his prime center for European federalism, for which<br />
MARC will give most <strong>of</strong> his attention and time. The creation <strong>of</strong> new<br />
generations <strong>of</strong> federalist students was, for the Dominicans, the natural<br />
continuation <strong>of</strong> URIAGE. MARC wrote {Europe, Terre decisive} (1959).<br />
Tens <strong>of</strong> thousands <strong>of</strong> students will be trained in these European federation<br />
sessions at the College Universitaire d'Etudes Federalistes (Aoste 1961), and<br />
at the Institut European des Hautes Etudes Internationales de Nice in 1964.<br />
From 1955 to 1961, MARC joined with ALTIERO SPINELLI to create the<br />
Congres du Peuple Europeen.<br />
In 1964, MARC organized a second Congres de Montreux, at which<br />
was adopted a "European Charter" which had been elaborated by ROBERT<br />
ARON, CLAUDE-MARCEL HYTTE, MAX RICHARD, ANDRE PHILIP,<br />
ANDRE THIERY, ANDRE VOISIN, GUY HERAUD, MICHEL<br />
MOUSKHELY, RAYMOND RIFFLET AND JEAN-PIERRE GOUZY.<br />
During the 1960's MARC published a series <strong>of</strong> articles in the revue<br />
{L'Europe en formation}, namely {Dialectique du Dechainement,<br />
fondements philosophiques du Federalisme} (1961), {L'Europe dans le<br />
monde} (1965), {De la Methodologie a la Dialectique} (1970). The constant<br />
theme in all <strong>of</strong> those publications was the destruction <strong>of</strong> the Nation-State<br />
which will led to the "Dechainement" <strong>of</strong> May 68, but which has failed<br />
