Defi ning Workplace Health and Safety Health and safety is: • the promotion and maintenance of the highest degree of physical, mental and social well-being of workers in all occupations • the prevention among workers of physical and mental harm caused by their working conditions • the protection of workers from risks resulting from factors adverse to health SECTION ONE Safety Matters A Guide for Workplace OHS Representatives Accidents Most people identify the term accident with traumatic personal injury, such as a laceration or broken limb. Longer term injury, such as back problems caused by repeated lifting are also common in most people’s perception of workplace accidents. However, the concept of occupational health and safety extends to the work environment, facilities, processes, machinery, materials, equipment and people which all make up the system of work. Occupational health and safety is not restricted simply to accidents that occur at work but also includes a range of injuries, ill health, diseases and other potential harm as a result of the work environemt. Causes of accidents and ill health Accidents in the workplace resulting in injuries are only the tip of the iceberg. This tip of the iceberg represents incidents that are immediately obvious. This is only a small part of the total picture. The bulk of the iceberg lies hidden beneath the waterline. This represents the mass of less serious incidents and what are referred to as near-hits or near-misses. These are the minor first aid treatments, the property damage from accidents and incidents where no damage or injury has resulted, from a situation which may “in any other circumstances” have caused significant loss or injury.
