Chapter 6The Primary School Action for Better HealthProgram at a GlanceDescription: Teacher-led HIV/AIDS and behavior change educationfor 12- to 16-year-oldsNumber of schools participating: 5,000 public upper-primary schoolsCoverage: Twenty-six percent of public upper-primary schools in sevenof Kenya’s eight provinces (the North Eastern Province is not targeted,because the HIV prevalence rate is less than 5 percent)Target groups: School-going children in public upper-primary schools,with emphasis on girls. Secondary target group includes teachers,parents, wider community, deans of teacher training colleges, educationalofficers, and health workers.Components: Program components include integration and infusion ofclassroom teaching throughout the curriculum; teacher and peertraining; out-of-class activities (assemblies, class teacher time, questionbox); co-curricular activities (school health clubs, informationcorners); extracurricular activities (drama, singing, dance, sports);peer support; and involvement of the wider communityDuration: Begun in one district in 1999. Operated in 2,000 schoolsin 2002 and 5,000 since 2004. Envisaged as long-term, permanentprogram.Management: Centre for British Teachers (CfBT) in partnership withthe Ministry of Education, Science and Technology (MoEST) and theMinistry of HealthRoles of key partners: CfBT is responsible for daily management of theprogram. MoEST coordinates development of relevant policies,conducts training sessions, and facilitates monitoring and evaluation.Ministry of Health trainers facilitate trainings sessions, and the ministrysupports teaching-learning in schools.Program costs (2004): $381 per school; $76 per adult trained; and $3.18per student reached ($5.79 per student reached where peer supportersare also trained).Key evaluation results: Evaluation 30 months after introduction of theprogram revealed the following results:• Students began having sex at a later age.107(c) The International Bank for Reconstruction and Development / The World Bank
