214 A Sourcebook <strong>of</strong> HIV/AIDS Prevention Programs, Vol. 2from the ministries <strong>of</strong> education <strong>of</strong> all 36 states and the Federal CapitalTerritory received copies <strong>of</strong> documents on baseline measures, evaluation,impact, and lessons learned.The program was also promoted at the following events:• The 2005 International Conference on HIV/AIDS and Sexually TransmittedInfections in Africa• International training <strong>programs</strong> organized by the Africa Regional SexualityResource Centre, an initiative covering four <strong>of</strong> the most populouscountries in Africa (Egypt, Kenya, Nigeria, and South Africa)• The World Congress on Sexology, held in Montreal in 2005.EvaluationTo document the need for FLHE education and to measure the effectiveness<strong>of</strong> the program, a needs assessment and baseline survey <strong>of</strong> student knowledge,attitudes, and reported sexual behavior was conducted among 2,466 studentsbetween the ages <strong>of</strong> 10 and 19. The assessment was carried out in 2002 byPhilliber Research Associates, a New York consulting firm, in collaborationwith LSMoE, AHI, and the International Women’s Health Coalition.Methodology and Key Findings <strong>of</strong> Baseline StudyKnowledge and attitude questions were developed to match the content andmessage <strong>of</strong> each module <strong>of</strong> the curriculum. Where possible, questions wereincluded that had already been tested with students the same age. The questionswere reviewed for cultural appropriateness and readability. In addition,the questionnaires were pilot tested among a group <strong>of</strong> Nigerians 11–13.The questionnaire examined the following issues:• Age at first intercourse (if sexually active)• Number <strong>of</strong> partners• Frequency <strong>of</strong> sexual intercourse• Pregnancies• Births• Consistency and efficacy <strong>of</strong> contraception use• Knowledge and attitude about HIV/AIDS.(c) The International Bank for Reconstruction and Development / The World Bank
