The program had two components—the greater was teaching in schools (led by MoE), the lesser was the establishment <strong>of</strong>youth-friendly services at health centers (led by MoH).Monitoring and EvaluationM&E is an integral part <strong>of</strong> ELPE. To scale up the program effectively,ARFH conducted a needs assessment in Oyo State in 1998. The assessmentoccurred in all 33 local government areas, spanning the state’seight educational zones. The assessment was undertaken by a multi -disciplinary team, coordinated by ARFH’s Evaluation and OperationsResearch Department.Both quantitative and qualitative data were collected from all 131 projectschools. Participatory learning and action methods (including focus groupdiscussions and questionnaires completed by teachers, parents, and students)were used to collect qualitative data.
