Chapter 7Primary School AIDS Prevention at a GlanceDescription: The Ministry of Education, Science, and Technology(MoEST) and an NGO, the International Child Support (ICS), collaboratedon the implementation of four approaches aimed at reducingrisky behavior among adolescents in the Western Province of Kenya.The different approaches were offered in groups to randomly selectedschools, creating a unique opportunity rigorously to evaluate the impactof each.Number of schools participating: 328Coverage: Bungoma and Butere-Mumias District, Western Province,KenyaTarget group: Upper-primary students in public schools (ages 12–16)Components: The program consisted of four interventions: teachertraining, debates and essay-writing contests, a lecture on the dangersof cross-generational sex, and provision of free school uniformsEstablishment and duration: 2003–05Management: ICSRole of MoEST: Teacher training and implementation of programs inschoolsRole of partners: The Abdul Latif Jameel Poverty Action Lab at theMassachusetts Institute of Technology assisted with program designand conducted monitoring and evaluation. The Partnership for ChildDevelopment and the World Bank provided funding.Costs: Teacher training to improve delivery of HIV/AIDS curriculumcost $408 per school, $146 per teacher, and $2 per student. Promotionof active learning through debates and essay writing cost $109 perschool and $1.10 per student. Warning adolescents about the dangersof cross-generational sex cost $28 per school and $0.80 per student.Providing free school uniforms cost $12 per student.Key evaluation results: Teacher training increased the amount of timedevoted to the HIV/AIDS curriculum, had no impact on teenagechildbearing rates, increased the likelihood that girls who had startedchildbearing were married to the fathers of their children, promotedactive learning through debates and essay writing, increased students’133(c) The International Bank for Reconstruction and Development / The World Bank
Chapter 7knowledge, and increased the likelihood of boys reporting having usedcondoms. Warning adolescents about the dangers of cross-generationalsex reduced teenage childbearing.
