116 A Sourcebook of HIV/AIDS Prevention Programs, Vol. 2consuming but critical activity.PSABH has adopted a model of training that it refers to as a “strengthenedcascade” (figure 6.2). This model has worked well in scaling theprogram up. 3 Members of the “lead” PSABH team (including program staff, senior staff of KIE, and a team of doctors) train “trainers of trainers” drawnfrom district and provincial offices of MoEST and the Ministry of Health.Trainers of trainers are responsible in provinces for the formation of teamscapable of training large groups of teachers, peer educators, church leaders, and health workers to deliver accurate information on a range of HIV-relatedtopics. The lead team also trains district trainers, drawn from MoEST andMinistry of Health district offices, who support the work of the “trainers oftrainers” at the district level. Training of trainers and training of districttrainers usually takes about two weeks. Training of teachers, peer educators, church leaders, and health workers is always attended by a set number of leadteam members, trainers of trainers, and district trainers. This helps ensurethat messages are not diluted as they are passed from one trainer to another. At least one lead team member must take part in all training events, playingthe role of overall coordinator, leading daily reviews with trainers, and monitoringdelivery. The lead team member also plays the role of mentor and isexpected to coach trainers of trainers to become future lead team members. The training guidelines also specify the ratios of trainers per group oftrainees. The composition of the team of trainers is carefully monitored toensure a mixture of trainers of trainers, district trainers, and medical trainersin each training team.Topics covered in training included the following:• School planning for health• Transmission and prevention of HIV and other STIs• Voluntary counseling and treatment• Positive living• Reproductive health• Home-based care• Integration and infusion of teaching about HIV/AIDS into thecurriculum• School health clubs• Guidance and counseling• Sexuality(c) The International Bank for Reconstruction and Development / The World Bank
