PPTESCOM was also responsible for communicating with teachers and monitoringtheir participation and performance.PartnershipThe Lagos State Ministry <strong>of</strong> Education is responsible for developing andimplementing education policies in the state. It carries out its work through anumber <strong>of</strong> organs, including the Office <strong>of</strong> the Honourable Commissioner;the Office <strong>of</strong> the Permanent Secretary; and the departments <strong>of</strong> basic educationservices, higher education, science and technology, private education andspecial <strong>programs</strong>, curriculum services, inspectorate, finance and administration,and accounts, as well as the policy implementation, public relations, andinternal audit units. AHI provides technical and financial assistance andenables implementation <strong>of</strong> activities (through, for example, the organization<strong>of</strong> training workshops).Disseminating Information and Providing Technical Supportfor Scaling Up the ProgramProgram staff coordinated the dissemination <strong>of</strong> information on FLHE withthe aim <strong>of</strong> introducing it in other states in Nigeria. Efforts included (a)training United Nations Family Planning Association (UNFPA) master trainers,who were subsequently expected to train others in states where UNFPAis active and (b) sponsoring learning visits for education ministry <strong>of</strong>ficialsfrom the states <strong>of</strong> Plateau, Enugu, Anambra, Abia, and Rivers.National dissemination was conducted in January 2006 during a dinnerevent at the National Stakeholders Conference on Strengthening FLHEImplementation in Nigeria. The goal was to advocate for scaling up FLHEimplementation in other states, using the Lagos State success story as amodel. The event was attended by 200 people, including a representative <strong>of</strong>the minister <strong>of</strong> state; state directors <strong>of</strong> education; state heads <strong>of</strong> inspectoratedepart ments; staff <strong>of</strong> the Lagos State AIDS Control Agency; HIV/AIDSdesk <strong>of</strong>ficers from all 36 states and the Federal Capital Territory; staff <strong>of</strong> thefederal Ministry <strong>of</strong> Education HIV/AIDS Unit; representatives <strong>of</strong> CSOsand initiatives such as Nigeria’s Community Participation for Action in theSocial Sector Project and the Global HIV/AIDS Initiative in Nigeria;resource people and agencies such as UNFPA, the British Council, UNICEF,and UNAIDS; and other agencies that support such initiatives.
