Rental Rehabilitation Program: Using funding from prior years, the <strong>City</strong> will continue to <strong>of</strong>fer a programthat provides matching funds for the renovation <strong>of</strong> rental housing stock. To be eligible for the program,rental units must be affordable to households at 50% MFI. The program will be targeted to Preservation<strong>Plan</strong>ning Areas 1, 2, and 8 and expanding into Conservation Areas as funding allows. Budget: $60,000HOME, $60,000 property owner match. The $45,000 excess match from the property owners will beused as match obligation for other HOME eligible projects.Taylor Thomas Subdivision: The two final homes in the Taylor Thomas housing construction projectshould be completed in the coming year as part <strong>of</strong> the Parkside/Mansard Square redevelopment. <strong>City</strong>funding helps to make the new homes affordable to market-rate households. The <strong>City</strong> will continue tolook for opportunities to improve the neighborhoods surrounding the new developments to stabilizeproperty values and provide additional incentive for private investment. Budget: $20,000 Urban RenewalHome Accessibility Retr<strong>of</strong>it Program: The <strong>City</strong> will continue to provide rehab assistance for propertyowners to make existing affordable units accessible for persons with disabilities. This program iscurrently <strong>of</strong>fered by the <strong>City</strong> and is available to both owner-occupants and renters. FY <strong>2010</strong>/11 Budget:$60,000 CDBGSenior Home Repair Program: The <strong>City</strong> will also continue to provide minor home repair assistance toelderly households to allow owner-occupants to remain in independent living situations for as long aspossible. FY <strong>2010</strong>/11 Budget: $60,000 CDBGTenant Based Rental Assistance. This is the second year for this program. The <strong>City</strong> has identified theneed through the Housing Authority <strong>of</strong> <strong>Champaign</strong> County, the local Continuum <strong>of</strong> Care homeless survey(2009), and the through public input with local service providers regarding affordable housing. Rentassistance, combined with an intense case management program to ensure client self-sufficiency, will beaccomplished with the <strong>City</strong> issuing an RFP for the administration and case management <strong>of</strong> this program.FY <strong>2010</strong>/11 Budget: $90,000 ($72,000 HOME, $18,000 match) for the rent assistance and $25,000(UDAG) for the case management ($17,500 match eligible).Lead-Based Paint Hazard Removal ActivitiesLead Assessment in Housing Assistance Programs: In accordance with HUD requirements, the <strong>City</strong> willassist in making homes lead-safe by addressing lead hazards as a condition <strong>of</strong> providing any federalfunds for acquisition or rehabilitation <strong>of</strong> housing. FY <strong>2010</strong>/11 Budget: $9,000 CDBGNeighborhood Improvement and Blight Removal ActivitiesLot Acquisition Program: This ongoing program allows the <strong>City</strong> to identify properties creating a blightinginfluence on the surrounding neighborhood, acquire those properties, and clear them for re-use asaffordable housing. The <strong>City</strong>wide program is also available to non-pr<strong>of</strong>it housing developers for thispurpose. Prior Year FundingAccessory Structure Demolition: This <strong>City</strong>wide program provides funding to eligible owners to removedilapidated garages, sheds, fences, or other out-buildings from the property. FY <strong>2010</strong>/11 Budget:$5,000 CDBGMaintenance <strong>of</strong> <strong>City</strong>-owned Property: On occasion, the <strong>City</strong> acquires properties through codeenforcement actions or foreclosure on <strong>City</strong> liens. Properties are held for short periods <strong>of</strong> time until theycan be redeveloped as affordable housing. All properties are maintained in accordance with all applicableproperty maintenance codes and a small amount <strong>of</strong> funding is required prior to their final disposition.
