Chapter 1Managing the <strong>Consolidated</strong> <strong>Plan</strong> and Annual Action <strong>Plan</strong> ProcessesADMINISTRATION OF PROGRAMSThe <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> Neighborhood Services Department will be the lead entity in the planning andimplementation <strong>of</strong> the majority <strong>of</strong> programs carried out with federal funds. The <strong>City</strong> has and willcontinue to create partnerships with non-pr<strong>of</strong>it developers, Community Housing DevelopmentOrganizations (CHDOs), social service providers, and other units <strong>of</strong> local government to expand the <strong>City</strong>’sability to provide affordable housing and community development programs. For the projects to beundertaken in year one <strong>of</strong> this plan, the lead entity is identified in the CPMP Project Summary Tables.PLAN DEVELOPMENT PROCESS AND COLLABORATION WITH OTHER ENTITIESThe <strong>City</strong> undertook a comprehensive process <strong>of</strong> data collection and citizen input to develop the <strong>2010</strong>-<strong>2014</strong> <strong>Consolidated</strong> <strong>Plan</strong> and FY <strong>2010</strong>/11 Annual Action <strong>Plan</strong>. <strong>Champaign</strong> staff worked with local partners,including the <strong>City</strong> <strong>of</strong> Urbana, Village <strong>of</strong> Rantoul, <strong>Champaign</strong> County Regional <strong>Plan</strong>ning Commission,Housing Authority <strong>of</strong> <strong>Champaign</strong> County, United Way <strong>of</strong> <strong>Champaign</strong> County, Unit 4 School District,<strong>Champaign</strong> Park District, and the Community Reinvestment Group to collect information in the followinghousing and community development areas:• Youth issues • Senior housing and services • Affordable housing• Housing and services for • Housing for persons with • Homelessness (Continuumdisabled personsHIV/AIDS<strong>of</strong> Care)Additional information regarding the needs and potential strategies for the <strong>Champaign</strong> neighborhoodscame from the <strong>City</strong> <strong>of</strong> <strong>Champaign</strong>’s Neighborhood Wellness Action <strong>Plan</strong> and Neighborhood AnalysisReport. These documents provide information regarding neighborhood conditions and issues and thetypes <strong>of</strong> activities that need to be carried out to achieve the <strong>Plan</strong>’s vision. The Wellness <strong>Plan</strong> assessesthe physical and social conditions <strong>of</strong> each <strong>of</strong> the <strong>City</strong>’s neighborhoods. Data is collected and analyzed inthe following areas: housing conditions, real estate market trends, property maintenance, population anddemographic characteristics, civic involvement, household economic conditions, infrastructure, and publicsafety. This data collection and analysis process was updated in 2006. The <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> iscurrently serving as the lead for a new Regional Housing Study, including a gaps analysis and strategydevelopment, with other local partners: <strong>City</strong> <strong>of</strong> Urbana, Village <strong>of</strong> Rantoul, <strong>Champaign</strong> County Regional<strong>Plan</strong>ning Commission, and the Housing Authority <strong>of</strong> <strong>Champaign</strong> County. The final report is scheduled forOctober <strong>2010</strong> and may prompt the <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> to submit a substantial amendment to this<strong>Consolidated</strong> <strong>Plan</strong>.The information collected through this citizen participation process, when combined with data from othersources such as the U.S. Census and Home Mortgage Disclosure Act, allowed the <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> toset its affordable housing and community development goals and strategies for the next five years. TheNeighborhood Services Advisory Board and <strong>City</strong> Council then reviewed these strategies and determinedwhich <strong>of</strong> these should be addressed in this first program year, based on the priority needs and theavailable resources.As in prior years, the <strong>City</strong> underwent a comprehensive process to solicit public input into housing andcommunity development needs and to develop the strategies to address them. The following tablesummarizes the meetings that were held to collect data on the plan or provide education regardingcertain aspects <strong>of</strong> the plan, in chronological order.Managing the <strong>Consolidated</strong> <strong>Plan</strong> and Annual Action <strong>Plan</strong> Processes 1
