) Support the efforts <strong>of</strong> other agencies in promoting self-sufficiency and assetdevelopment <strong>of</strong> families and individuals. The <strong>City</strong> may provide technical or staff support toother agencies in the provision <strong>of</strong> self-sufficiency programs. This may consist <strong>of</strong> grant writing,research, or other technical support. Due to the reduction <strong>of</strong> CDBG funding and the NeighborhoodImprovement Initiative, the <strong>City</strong> will complete public service funding to agencies through its annualCommunity Service Grant program with Urban Renewal funding. (Also an Anti-Poverty Strategy)Activities:HACC Self-Sufficiency Programs: The HACC promotes the economic self-sufficiency <strong>of</strong> publichousing residents and Section 8 voucher holders by giving preference in admission for familiesparticipating in training or education programs. Working households or those enrolled in trainingprograms also receive priority for the Section 8 homeownership program. The HACC also works withother agencies to provide programs for public housing and Section 8 participants, including theLincoln Land PAID program (an IDA program), as well as job training and credit counseling throughthe Urban League.Inputs: Referrals to these programs are made by the HACCNumber and Type <strong>of</strong> Households to be Assisted (Outputs): The HACC estimates that 175 residentsmay be eligible for its self-sufficiency program, 6 residents may participate in the PAID program, and140 may participate in the job training and credit counseling programs <strong>of</strong>fered by the Urban League– all have incomes less than 50% MFILocal Outcome Measures:• Increase in number <strong>of</strong> households who are able to free themselves from excessive debt, createsavings accounts, and move out <strong>of</strong> subsidized housingHUD Performance Objective: Create economic opportunitiesHUD Performance Measurement Outcomes: Availability/Accessibility<strong>Champaign</strong> County Saves: The <strong>City</strong> will continue to participate in this initiative designed toencourage personal wealth building through the reduction <strong>of</strong> debt and accumulation <strong>of</strong> savings. Theprogram provides motivation, financial education, and access to no-fee savings accounts at localbanks.Inputs: <strong>City</strong> staff is a member <strong>of</strong> the CC Saves planning committeeNumber and Type <strong>of</strong> Households to be Assisted (Outputs): CC Saves would like to enroll 100+savers in the pilot program by the end <strong>of</strong> <strong>2010</strong>Local Outcome Measures:• Increase in number <strong>of</strong> households who are able to free themselves from excessive debt, createsavings accounts, and are able to accomplish their financial goalsHUD Performance Objective: Create economic opportunitiesHUD Performance Measurement Outcomes: Availability/AccessibilityGoal 7: Encourage the involvement <strong>of</strong> residents in activities related to the implementation<strong>of</strong> <strong>Consolidated</strong> <strong>Plan</strong> strategies. The <strong>City</strong> encouragesresidents to participate in the planning <strong>of</strong> strategies that areincluded in its <strong>Consolidated</strong> <strong>Plan</strong>s and Annual Action <strong>Plan</strong>s. The<strong>City</strong> is also committed to the establishment <strong>of</strong> organizedneighborhood groups that can play an active role inneighborhood improvement initiatives.Objectives:a) Support the development <strong>of</strong> neighborhood groupsand facilitate their involvement in <strong>City</strong> initiatives.The <strong>City</strong> has 150+ registered neighborhood groups andFY <strong>2010</strong>/11 Annual Action <strong>Plan</strong>: Non-Housing Activities 133
