FY <strong>2010</strong>/11 AAP Chapter 4:Non-Housing Activities to be UndertakenThis section outlines strategies proposed to address the non-housing community development needsidentified in the <strong>City</strong>’s five-year <strong>Consolidated</strong> <strong>Plan</strong>, in accordance with HUD directive 91.215(e). Thesestrategies cover public facilities, public improvements, economic development, public services, and publicsafety. The goals for reducing poverty among <strong>Champaign</strong> residents are also provided here, as requiredby HUD in 91.215(h).Activities <strong>Plan</strong>nedFollowing the goals and objectives is a listing <strong>of</strong> activities that will be undertaken in the upcoming year toachieve the stated objectives. Some <strong>of</strong> the activities can be carried out within one year, others may takelonger to complete. Where resources have been identified to carry out the activities, those are indicatedin the table for each activity. Some <strong>of</strong> the new initiatives are only in the planning stages, so a fundingresource may not yet be identified. For each activity that will be carried out by the <strong>City</strong> or a subrecipientagency with federal funds, a corresponding Project Table is provided in Chapter 6.Goal 1: Assist in the development <strong>of</strong> public facilities necessary to address identifiedcommunity needs. Based on the information provided in the community development needsassessment, the <strong>City</strong> will support the development <strong>of</strong> these public facilities to ensure a suitable livingenvironment for all residents. The public facility strategies listed below will benefit all residents <strong>of</strong><strong>Champaign</strong> but will also provide additional benefits to lower income persons or neighborhoods. <strong>City</strong>support may be in the form <strong>of</strong> financial assistance, land donation, technical expertise, or dedication <strong>of</strong>staff time.Objectives:a) Support the Park District’s efforts to maintain and improve a neighborhood parks systemthat provides adequate access to recreation and open space for all <strong>Champaign</strong> residents.The <strong>Champaign</strong> Park District undertakes an annual planning process to determine park facilitiesneeds and develop strategies to address them. The Park District recently completed its multi-yearStrategic <strong>Plan</strong>. The following park projects, targeted to low-income areas <strong>of</strong> the <strong>City</strong>, are anticipatedto be carried out within the next 3-5 years.Activities:Park Improvements: The <strong>Champaign</strong> Park Districtplans the following improvements to parks located withinthe <strong>City</strong>’s low-income and Preservation neighborhoods:collaboration with Unit 4 schools regarding drainage andpark improvements in Garden Hills; development <strong>of</strong>Toalson Park at Ashland Park, a newer moderate-incomeneighborhood; minor improvements at Skelton Park inpartnership with the <strong>Champaign</strong> Rotary; basketball courtimprovements and a master plan for Spalding Park;parking lot improvements and begin collaborating forschool/park improvements at Douglass Park; andinterior/exterior improvements to the historic VirginiaTheatre.Inputs: Park District budget available at 706 Kenwood, <strong>Champaign</strong>Number and Type <strong>of</strong> Households to be Assisted (Outputs): Although park projects can benefit allresidents <strong>of</strong> and visitors to <strong>Champaign</strong>, this project will benefit a neighborhood where one-third <strong>of</strong>the residents are estimated to be below 100% MFI124 FY <strong>2010</strong>/11 Annual Action <strong>Plan</strong>: Non-Housing Activities
