INVOLVING RESIDENTS IN PUBLIC HOUSING MANAGEMENT AND HOME OWNERSHIPThe HACC will continue to provide assistance to the Resident Advisory Board (RAB) in conducting regularmeetings. In addition, the <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> staff has presented pertinent information about <strong>City</strong>services at RAB meetings and works with the board on issues that impact both the HACC and thecommunity.The <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> will provide letters <strong>of</strong> support, as needed, to enhance grant applications submittedby the Resident Advisory Board.The <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> will ensure that the HACC staff members charged with implementation <strong>of</strong> theSection 8 Homeownership Program are aware <strong>of</strong> other homebuyer assistance programs and funding.Many <strong>of</strong> the Section 8 homebuyers are able to take advantage <strong>of</strong> other financing and homebuyereducation programs that are available through other lenders. Participants <strong>of</strong> the Section 8homeownership program are invited to attend home maintenance workshops conducted by <strong>City</strong> staffPUBLIC HOUSING DESIGNATION BY HUDIn 2009, the Housing Authority <strong>of</strong> <strong>Champaign</strong> County was been designated as a high performing agencybased on the rating scores for public housing and the Section 8 program.SECTION 3G: RESIDENTIAL LEAD-BASED PAINT CONCERNS 91.215(g)INTRODUCTIONThe U. S. Department <strong>of</strong> Housing and Urban Development has issued a regulation to protect youngchildren from lead-based paint hazards. State and local jurisdictions that receive funding from theCommunity Development Block Grant and HOME Programs must meet these requirements.As part <strong>of</strong> the <strong>Consolidated</strong> <strong>Plan</strong>, the <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> must estimate the number <strong>of</strong> housing units thatcontain lead-based paint hazards, as defined in Section 1004 <strong>of</strong> the Residential Lead-Based Paint HazardReduction Act <strong>of</strong> 1992. It must also estimate how many <strong>of</strong> these units are occupied by low-incomefamilies.On September 15, 2000, a new HUD regulation (24 CFR Part 35) took effect that streamlined,modernized, and consolidated all lead-based paint requirements in federally-assisted housing to ensurethat children are adequately protected from lead poisoning. The <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> programs comply withthis new regulation.Lead-Based Paint HazardsLead-based paint hazards consist <strong>of</strong> any condition that causes exposure to lead from the followingsources that would result in adverse human health effects:• Lead-based paint dust• Lead-based paint contaminated soil• Lead-contaminated paint that is deteriorated or present in accessible surfaces, friction surfaces, orimpact surfacesAnalysis <strong>of</strong> Lead-Based Paint Testing in <strong>Champaign</strong>Beginning January 1, 1993, the State <strong>of</strong> Illinois began requiring screening <strong>of</strong> all children between theages <strong>of</strong> 6 months and 6 years for lead poisoning is required before entrance into kindergarten or aNeeds Assessment: Housing and Homelessness 49
