Over the last several years, the <strong>City</strong> has focused much <strong>of</strong>its federal funding on owner-occupied housing programs. The data collected by staff and the inputprovided by residents indicates that there is a need to resume public investment in rental housing.Rental properties continue to lag behind owner-occupied properties in condition and value. There alsocontinues to be a significant shortage <strong>of</strong> decent, affordable rental units for low-income households.Programs like the Rental Rehabilitation Program will be reinstated as one method <strong>of</strong> addressing theseneeds. Code enforcement activities will also be stepped up to address declining rental propertyconditions.Data and public input also reveals the need for expanded acquisition activities, to address blightinghousing influences in the <strong>City</strong>. Vacant, neglected properties, particularly in low-income neighborhoods,serve as a disincentive to private investment. In the coming five years, the <strong>City</strong> will have to place greateremphasis on acquisition/clearance activities to address this problem.Data also indicates that owner-occupied housing rehabilitation efforts conducted by the <strong>City</strong> continue tobe successful, and therefore should not be abandoned. To continue baseline rehab services andundertake new initiatives will require greater leveraging <strong>of</strong> private resources. <strong>City</strong> staff will continue toexplore funding and partnership opportunities to attempt to address the needs identified herein.Chapter 5 includes the <strong>City</strong>’s goals, strategies, and activities for addressing the housing needs identifiedin this <strong>Consolidated</strong> <strong>Plan</strong>.
