The <strong>City</strong> continues towork closely with several non-pr<strong>of</strong>its that provide advocacy and referral services to special needspopulations, to ensure that housing programs and neighborhood events are designed to encourageparticipation from all interested individuals. Housing information flyers can be translated to otherlanguages as needed. The <strong>City</strong> continues to reach out to the minority community through the use <strong>of</strong>media that targets the minority population, including the WBCP radio station.A copy <strong>of</strong> the minutes from the public hearings, as well as any written comments received during thepublic input process are included in Appendix A to this document.COORDINATION AMONG AGENCIES/INSTITUTIONAL STRUCTUREThe <strong>City</strong> will continue to coordinate efforts with the other agencies that were involved in this documentpreparation process throughout the five-year duration <strong>of</strong> the plan. Staff members from the <strong>City</strong> <strong>of</strong><strong>Champaign</strong> participate in committees that discuss issues related to non-pr<strong>of</strong>it agency funding, thehomeless continuum <strong>of</strong> care, financial literacy, low/moderate income mortgage lending, basic needs(including health care) <strong>of</strong> the low-income population, and public housing. During the <strong>City</strong>’s last<strong>Consolidated</strong> <strong>Plan</strong> process, staff noted many groups found that the opportunity to network and discussthe coordination <strong>of</strong> services was very helpful. Prior to the previous <strong>Consolidated</strong> <strong>Plan</strong> (2005-2009), n<strong>of</strong>ramework had been established to allow agencies that served the same clientele to collaborate or sharecritical information. This created gaps in the delivery <strong>of</strong> services to some populations and overlap orduplication in programming for others. Several <strong>of</strong> the focus groups expressed an interest in continuing tomeet on a regular basis, including the affordable housing non-pr<strong>of</strong>its and the agencies involved inproviding housing for the elderly. As examples, a Senior Task Force now meets monthly on issues facingvarious senior service providers and affordable housing agencies have since joined the CommunityReinvestment Group.The <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> Neighborhood Services staff work closely with adjacent units <strong>of</strong> local governmentand other quasi-governmental agencies including the <strong>City</strong> <strong>of</strong> Urbana, Village <strong>of</strong> Rantoul, <strong>Champaign</strong>County, Unit 4 School District, <strong>Champaign</strong> Park District, the Housing Authority <strong>of</strong> <strong>Champaign</strong> County, andthe local public health district. Staff regularly attend or monitor meetings <strong>of</strong> these entities’ boards andcommissions. The <strong>City</strong>, Park District, and Unit 4 School District are working together to <strong>of</strong>feropportunities to low-income youth and teens in the Garden Hills neighborhood. This joint endeavor hasstrengthened the <strong>City</strong>’s ties to the agency and will allow for continuing cooperation on future projects.2 Managing the <strong>Consolidated</strong> <strong>Plan</strong> and Annual Action <strong>Plan</strong> Processes
