RESTORATION OR REVITALIZATION NEEDS OF PUBLIC HOUSING IN CHAMPAIGNThe current PHA <strong>Plan</strong> <strong>of</strong> the HACC projects the demolition <strong>of</strong> 87 <strong>of</strong> the 287 existing units in the <strong>City</strong> <strong>of</strong><strong>Champaign</strong> through the complete demolition <strong>of</strong> Joann Dorsey Homes and the Scattered Site housingsites. The plan listed these demolition projects beginning in 2011.The HACC has one major redevelopment activity underway. Crystal View Townhomes, formerly knownas Lakeside Terrace (an obsolete public housing complex in Urbana), is currently under construction.PUBLIC HOUSING AND SECTION 8 WAITING LISTSIn the <strong>2010</strong>-<strong>2014</strong> Agency <strong>Plan</strong>, the HACC listed 97 households on the Public Housing wait list and 1,528on the Section 8 wait list.RESULTS OF THE SECTION 504 NEEDS ASSESSMENT OF PUBLIC HOUSINGThe 5-year and Annual PHA <strong>Plan</strong> certifies that the HACC has not received a letter <strong>of</strong> noncompliancefindings under Section 504. Currently, less than 1% <strong>of</strong> the HACC inventory is considered to be accessiblehousing. According to the 5-year and Annual PHA <strong>Plan</strong> table for Housing Needs for families withdisabilities, 190 families are on the Section 8 waiting list while 25 families are on the public housing waitlist.The Housing Authority is working to increase the number <strong>of</strong> accessible units in its inventory. Accordingto the <strong>2010</strong>-<strong>2014</strong> Agency <strong>Plan</strong>, the Housing Authority will be adding four (4) ADA compliant units andconverting at least ten (10) units to supportive or assisted living at Steer Place. These projects arecurrently in the design stage.MANAGEMENT AND OPERATION OF PUBLIC HOUSINGThe HACC operates under the following policies:(1) Public Housing Maintenance and Management Policy Documents, Manuals and Handbooks:• Admissions and Continued Occupancy Policy• Resident Handbook• Administrative Manual• Lease• Emergency Action <strong>Plan</strong>• Lead Base Paint Notification• Maintenance <strong>Plan</strong>(2) Section 8 Management Policy Documents, Manuals and Handbooks:• Section 8 Administrative <strong>Plan</strong>• Voucher Briefing Packet• Landlord Packet(3) Pest Infestation PolicyIMPROVING THE LIVING ENVIRONMENT OF FAMILIES RESIDING IN PUBLIC HOUSINGThe HACC continues to implement safety and crime prevention measures. Also, to the extent possible,improvements have been made and/or are slated to be made to public housing properties to eliminatehazardous areas and improve the visual appeal <strong>of</strong> the properties. Such improvements include cardreader technology (safety), screening the waste disposal facilities, and making building and infrastructurerepairs.48 Needs Assessment: Housing and Homelessness
