creation and preservation <strong>of</strong> affordable housing. As noted in the needs analysis, housing affordabilitycontinues to be the primary housing issue in the <strong>City</strong>. More households find themselves cost burdened asthe cost <strong>of</strong> housing continues to outpace increases in personal income. The presence <strong>of</strong> the University <strong>of</strong>Illinois inflates the cost <strong>of</strong> rental housing making it more difficult for lower income households to finddecent affordable units. The majority <strong>of</strong> low-income households, both owners and renters, are heavily costburdened with housing expenses.Strategies:a) Support the efforts <strong>of</strong> the Housing Authority <strong>of</strong> <strong>Champaign</strong> County (HACC) to expandaffordable housing for the very low income through the expansion <strong>of</strong> the overall supply, improvingthe quality, increasing the assisted housing choices, providing an improved living environment,promoting self-sufficiency and asset development, and ensuring equal opportunity.
