creation and preservation of affordable housing. As noted in the needs analysis, housing affordabilitycontinues to be the primary housing issue in the City. More households find themselves cost burdened asthe cost of housing continues to outpace increases in personal income. The presence of the University ofIllinois inflates the cost of rental housing making it more difficult for lower income households to finddecent affordable units. The majority of low-income households, both owners and renters, are heavily costburdened with housing expenses.Strategies:a) Support the efforts of the Housing Authority of Champaign County (HACC) to expandaffordable housing for the very low income through the expansion of the overall supply, improvingthe quality, increasing the assisted housing choices, providing an improved living environment,promoting self-sufficiency and asset development, and ensuring equal opportunity.
