These educational efforts will include an emphasis oncredit counseling since it is the greatest single barrier to home purchase, refinancing, and homeimprovement lending. As a certified HUD credit counseling agency, the <strong>City</strong> will be targeting its effortsto neighborhood organizations and other interested groups. Classes will generally be held in aworkshop setting but may also be conducted in small groups or 1:1 as requested by non-pr<strong>of</strong>itagencies.Inputs: Neighborhood Programs Division staff timeNumber and Type <strong>of</strong> Households to be Assisted (Outputs): 35-50 households per yearLocal Outcome Measures:• Increasing numbers <strong>of</strong> lower income homeowners• Increasing approval rates for home loans and low default ratesHUD Performance Objective: Provide decent affordable housingHUD Performance Measurement Outcome: Availability/Accessibilityc) Encourage the construction <strong>of</strong> new affordable housing stock. Rising construction costs make itvery difficult for low- and moderate-income households to afford the purchase price <strong>of</strong> newlyconstructed homes. Developer subsidies, in addition to the homebuyer subsidies noted above, are<strong>of</strong>ten necessary to encourage the construction <strong>of</strong> more affordable units.Activities:Infill Development - Homestead Affordable Housing Program: The <strong>City</strong> will work with nonpr<strong>of</strong>itand for-pr<strong>of</strong>it developers to provide infill housing in existing neighborhoods, either through newconstruction or rehab. This activity can assist in expanding both the rental and owner-occupiedhousing stock. <strong>City</strong> funding can be used for the acquisition and clearance <strong>of</strong> land for the creation <strong>of</strong>new homes or to cover the hard costs <strong>of</strong> construction or rehab.Inputs: Funding is available for lot purchase through the <strong>City</strong>’s Lot Acquisition program. In the past,the <strong>City</strong> has also donated land for redevelopment when land becomes available through propertymaintenance code enforcement. This is expected to continue if land is acquired by the <strong>City</strong> once aProperty Disposition Policy is completed by staff and adopted by Council. Land that is in demand bymore than one entity may be disposed <strong>of</strong> through an open and competitive proposal process.Number and Type <strong>of</strong> Households to be Assisted (Outputs): Homestead anticipates constructing 1 homein the Garden Hills neighborhood in <strong>Champaign</strong> during FY <strong>2010</strong>/11. Homestead targets buyers withincomes between 50% and 80%MFILocal Outcome Measures:• Construction <strong>of</strong> affordable units on available lots will increase tax base and expand homeownershipopportunities• Public investment in neighborhoods spurs private investment in adjacent propertiesHUD Performance Objective: Provide decent affordable housingHUD Performance Measurement Outcome: AffordabilityHabitat for Humanity New Construction: The <strong>City</strong> will continue to support efforts <strong>of</strong> the localFY <strong>2010</strong>/11 Annual Action <strong>Plan</strong>: Affordable Housing Activities 113
