School Resource Officer Program: Following a national model, the <strong>Champaign</strong> PoliceDepartment has initiated a program whereby <strong>of</strong>ficers are assigned to the Unit 4 School District toserve as law enforcement <strong>of</strong>ficers, law-related counselors, and law-related educators. The goal <strong>of</strong>the program is to create a safer environment for learning, reach juvenile <strong>of</strong>fenders as early aspossible, and provide a positive role model for potential <strong>of</strong>fenders.Inputs: <strong>Champaign</strong> Police Department and the Unit 4 School District share the costs for thisprogram.Number and Type <strong>of</strong> Households to be Assisted (Outputs): Officers are assigned to the three middleschools and two high schools, which enroll over 4,000 students totalLocal Outcome Measures:• Fewer incidences <strong>of</strong> violence and criminal activity in the schools• Decrease in weapon possession in the schools• Lower truancy rates• Safer atmosphere for learningHUD Performance Objective: Create a suitable living environmentHUD Performance Measurement Outcomes: Availability/Accessibilitye) Support programs or services that allow seniors and disabled individuals to liveindependently and maintain self-sufficiency. Activities include but are not limited totransportation programs, at-home support services, and volunteer opportunities. (Alsoan Anti-Poverty Strategy)Goal 6: Support programs and activities that improve the earning potential <strong>of</strong> low-incomeindividuals, promote self-sufficiency, and encourage the development <strong>of</strong> personal financialstability.Objectives:a) Support efforts to reduce geographic concentrations <strong>of</strong> low-income households. Severalrecent development projects, funded in part with CDBG or HOME dollars, have helped to reduce highconcentrations <strong>of</strong> public and subsidized housing. However, maps depicting the distribution <strong>of</strong> lowincomefamilies provide visible evidence that pockets <strong>of</strong> poverty still exist. Studies suggest that thisconcentration <strong>of</strong> poverty limits the economic potential <strong>of</strong> individuals and the overall health andviability <strong>of</strong> neighborhoods. (Also an Anti-Poverty Strategy)Activities:De-concentration and Income Mixing in Public Housing: The HACC has concluded, after ananalysis <strong>of</strong> its public housing family complexes, that efforts were needed to promote a mix <strong>of</strong>incomes among public housing residents and reduce the concentration <strong>of</strong> low-income families. Some<strong>of</strong> this will be accomplished through the redevelopment <strong>of</strong> large family complexes into mixed incometax credit funded projects. Other efforts that will be made include the use <strong>of</strong> waiting list skipping tomove families with targeted incomes ahead <strong>of</strong> others on the list, improving the curb appeal andamenities in existing complexes, and <strong>of</strong>fering rent incentives and/or larger units to attract higherincome tenants.Inputs: Policy changes adopted by the HACC boardNumber and Type <strong>of</strong> Households to be Assisted (Outputs): In <strong>Champaign</strong>, the complexes that will beimpacted include Dorsey Homes and the scattered site units located within the jurisdictionLocal Outcome Measures:• Reduction in concentrations <strong>of</strong> low-income families in public housing family complexesHUD Performance Objective: Create economic opportunitiesHUD Performance Measurement Outcomes: Availability/Accessibility132 FY <strong>2010</strong>/11 Annual Action <strong>Plan</strong>: Non-Housing Activities
