5. The source <strong>of</strong> funding and a time schedule for the provision <strong>of</strong> thereplacement housing;6. The basis for concluding that the replacement housing will remain lowerincome housing for at least 10 years from the date <strong>of</strong> initial occupancy;7. Information demonstrating that any proposed replacement <strong>of</strong> housingunits with smaller dwelling units (e.g., a 2-bedroom unit with two I-bedroom units), or any proposed replacement <strong>of</strong> efficiency or singleroomoccupancy (SRO) units with units <strong>of</strong> a different size, is appropriateand consistent with housing needs and priorities identified in theapproved <strong>Consolidated</strong> <strong>Plan</strong> submitted to HUD.NOTE: Absent any HUD approval <strong>of</strong> smaller units for replacement <strong>of</strong>larger units, the replacement unit must be able to accommodate thesame number <strong>of</strong> occupants from units demolished or converted basedon local code requirements.To the extent that the specific location <strong>of</strong> the replacement housing and other data initems 4 through 7 are not available at the time <strong>of</strong> the general submission, the <strong>City</strong> <strong>of</strong><strong>Champaign</strong> will identify the general location <strong>of</strong> such housing on a map and completethe disclosure and submission requirements as soon as the specific data is available.B. Relocation Assistance ComponentThe <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> will provide relocation assistance as described in 24 CFRPart 570.606(b)(2), to each low and moderate income household displaced by thedemolition <strong>of</strong> housing or by the conversion <strong>of</strong> a low-moderate income dwelling unit toanother use as a direct result <strong>of</strong> the HUD assisted activity.Household may receive assistance as described in 49 CFR Part 24, HUD regulationsimplementing the Uniform Relocation Act, if they do not qualify for assistance underCDBG regulations at 570.606(b)(2).The Uniform Act is summarized in Part III <strong>of</strong> this document. A person will not qualifyfor Section 104(d) relocation assistance, but retain rights and benefits under theUniform Act under two circumstances:A. The person chooses to become a homebuyer, and the home is not mutualor cooperative housing.B. The person is eligible for, and is <strong>of</strong>fered, a Section 8 Housing Voucher butrefuses it in lieu <strong>of</strong> a cash payment under the Uniform Act.Under Section 104(d) <strong>of</strong> the Housing and Community Development Act <strong>of</strong> 1974(HCD), as amended, the following is a summary <strong>of</strong> benefits available to low and206 Appendix H
