With more low-income persons falling victim to predatory lending and high riskmortgage products, the need for legal services and advocacy is becoming much greater.Traditional legal services are very costly and out <strong>of</strong> reach <strong>of</strong> most low-income households.Goal 2: Maintain a suitable living environment by improving infrastructure systems inaccordance with the priorities identified in theNeighborhood Wellness <strong>Plan</strong>. The <strong>City</strong>wide Analysis section <strong>of</strong>the Neighborhood Wellness <strong>Plan</strong> outlines the <strong>City</strong>’s infrastructureneeds by planning area. The report analyzes the six followingsystems: alleys, pavement condition, sidewalks, storm andsanitary drainage, and streetlights. Many <strong>of</strong> the <strong>City</strong>’s lowestincome neighborhoods are in the oldest areas <strong>of</strong> town and havethe oldest infrastructure systems. The Wellness <strong>Plan</strong> prioritizesneighborhood infrastructure needs based on severity <strong>of</strong> conditionand identifies resources for addressing those systems in poorestcondition.Objectives:a) Maintain the safety and appearance <strong>of</strong> the <strong>City</strong>’s older neighborhoods through on-goingmaintenance and repair <strong>of</strong> <strong>City</strong> infrastructure systems. Improve or replace substandardor deteriorated infrastructure systems as priorities dictate and resources allow.Activities:Capital Improvement Projects: The maps provided on the following two pages outline the <strong>2010</strong>infrastructure projects planned for the entire <strong>City</strong>, including the Neighborhood Wellness Preservationneighborhoods, as identified in the <strong>City</strong>’s Capital Improvement <strong>Plan</strong>.Inputs: The capital improvements listed on the maps represent over $27 million in totalinfrastructure rehab. The majority <strong>of</strong> these expenses are planned with non-federal funding.Number and Type <strong>of</strong> Households to be Assisted (Outputs): Although capital improvement projectsbenefit all residents <strong>of</strong> and visitors to <strong>Champaign</strong>, projects targeted to the low-income neighborhoodswill benefit approximately 8,400 persons, more than 50% <strong>of</strong> whom have incomes
