• Provide decent, affordable housing for low- and moderate-income households by expandingaffordable rental housing options, providing homebuyer incentives, encouraging the construction ofaffordable units, and ensuring that all households have equal access to affordable housing.• Preserve the character, value, and marketability of the City’s older neighborhoods through theimplementation of neighborhood redevelopment plans, creation of Neighborhood Wellness strategies,and designation of historic structures and neighborhoods.• Continue to support implementation of strategies included in the local Continuum of Care’s Ten-YearPlan to End Chronic Homelessness.• Increase the supply of affordable housing and housing with supportive services for special needspopulations, such as the elderly, physically and developmentally disabled, persons with HIV/AIDS,and persons with drug and alcohol dependencies.• Support efforts to reduce the exposure of young children to lead-based paint hazards through publiceducation, childhood lead testing, and removal of lead-paint hazards in residential units.Non-Housing Community Development Needs AssessmentChapter 4 provides an overview of the non-housing community development needs in Champaign,particularly as they relate to the low-income community. Categories of need include public facilities,public improvements, public services, economic development, and public safety. In accordance with HUDdirectives, a discussion of strategies designed to reduce the incidence of poverty in Champaign is alsoprovided in this section.Non-Housing Community Development Goals and ObjectivesThe five-year plan includes the following goals and objectives for addressing non-housing needs:• Assist in the development of public facilities to address identified community needs, includinglibraries, parks, and health facilities that provide services to low-income residents and neighborhoods.• Maintain a suitable living environment by improving infrastructure systems in accordance with thepriorities identified in the Neighborhood Wellness Plan.• Promote the growth of a balanced, diversified local economy that builds upon the assets of thecommunity while creating jobs and economic opportunity for its residents.• Promote economic development initiatives targeted to low- and moderate-income residents andinvest in the economic development of distressed neighborhoods. (Anti-poverty strategy)• Support the provision of public services to address identified community needs, particularly those thatprovide services for low- and moderate-income persons and persons with special needs.• Support programs and activities that improve the earning potential of low-income persons, promoteself-sufficiency, and encourage the development of personal financial stability.• Encourage the involvement of residents in carrying out Consolidated Plan strategies.OUTCOMESThe City of Champaign will continue to expend its federal resources, as well as other funding available, toaccomplish the goals and objectives outlined in the five-year Consolidated Plan and the City’sNeighborhood Wellness Plan. A summary of expected outcomes is provided below. If the City’s overallneighborhood wellness approach is successful, these are the outcomes that will result. Specific localoutcomes anticipated from the implementation of individual activities are outlined under each activity inChapters 3 and 4. In addition, the HUD required performance objectives and measurement outcomes arealso listed for each activity.
