Organized groups play an active role in determiningneighborhood needs and recommending strategies that the <strong>City</strong> should consider to address them.Neighborhood Small Grant: The <strong>City</strong> provides matching grants to organized and registeredneighborhood associations for the implementation <strong>of</strong> small neighborhood improvement projects.Grants are generally limited to $5,000 annually per organization although many <strong>of</strong> the projectsfunded in the past cost considerably less. Residents are required to match the <strong>City</strong>’s grant with acertain number <strong>of</strong> volunteer hours and a financial commitment for larger grants. Examples include:small neighborhood clean-up projects, maintenance <strong>of</strong> neighborhood amenities, flower or treeplanting, and social events that bring residents together.Inputs: $25,000 non-federal Urban Renewal FundsNumber and Type <strong>of</strong> Households to be Assisted (Outputs): This funding can be used byneighborhoods <strong>City</strong>wide. Over 54 registered neighborhoods and associations have participated in thesmall grant program since it was created in 2002. The <strong>City</strong> has provided $53,958 in cash grants tomatch the in-kind donations/volunteer labor valued at $69,037. The grants can range from $100 to$5,000Local Outcome Measures:• Increase in number <strong>of</strong> organized neighborhood groups• Funded projects add to neighborhood’s aesthetic appearanceHUD Performance Objective: Create a suitable living environmentHUD Performance Measurement Outcomes: Sustainabilityb) Foster an opportunity for resident participation in the development <strong>of</strong> new neighborhoodplans and in the implementation <strong>of</strong> existing plans. As was done in the creation <strong>of</strong> plans forthe Burch Village redevelopment, the Parkside/Mansard Square redevelopments, and the BeardsleyPark <strong>Plan</strong>, the <strong>City</strong> will continue to actively pursue citizen participation and neighborhoodinvolvement. When public housing redevelopment plans are developed, the <strong>City</strong> and the HousingAuthority will encourage resident participation on the planning committee.Redevelopment <strong>of</strong> Joann Dorsey Homes: The HACC has concluded, after an analysis <strong>of</strong> itspublic housing family complexes, that efforts were needed to promote a mix <strong>of</strong> incomes amongpublic housing residents and reduce the concentration <strong>of</strong> low-income families. Some <strong>of</strong> this will beaccomplished through the redevelopment <strong>of</strong> large family complexes such as Joann Dorsey Homes.The <strong>City</strong> and the HACC will work in coordination with the stakeholders on developing a neighborhoodredevelopment plan during <strong>2010</strong> and 2011.Inputs: Policy changes adopted by the HACC boardNumber and Type <strong>of</strong> Households to be Assisted (Outputs): In <strong>Champaign</strong>, the complexes that will beimpacted include Dorsey Homes and the scattered site units located within the jurisdictionLocal Outcome Measures:• Reduction in concentrations <strong>of</strong> low-income families in public housing family complexesHUD Performance Objective: Create economic opportunitiesHUD Performance Measurement Outcomes: Availability/AccessibilityGoal 8: Expand public safety initiatives to address resident concernsin low and moderate income neighborhoods. Using resident feedback andthe <strong>City</strong>’s Neighborhood Wellness <strong>Plan</strong> as a guide, <strong>Champaign</strong> Police, Fire, andother public safety staff will continue to adopt programs and initiatives toimprove safety and livability in all <strong>City</strong> neighborhoods. Initiatives included inthis <strong>Consolidated</strong> <strong>Plan</strong> are those that focus on neighborhoods with a highpercentage <strong>of</strong> low/moderate income households.134 FY <strong>2010</strong>/11 Annual Action <strong>Plan</strong>: Non-Housing Activities
