Thefirst and foremost priority <strong>of</strong> the federal funding resources received by the <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> has been thecreation and preservation <strong>of</strong> affordable housing. As noted in the needs analysis, housing affordabilitycontinues to be the primary housing issue in the <strong>City</strong>. More households find themselves cost burdened inthe year 2000 as the cost <strong>of</strong> housing continues to outpace increases in personal income. The presence <strong>of</strong>the University <strong>of</strong> Illinois inflates the cost <strong>of</strong> rental housing making it more difficult for lower-incomehouseholds to find decent affordable units. The majority <strong>of</strong> low-income households, both owners andrenters, are heavily cost burdened with housing expenses.Objectives:a) Support the efforts <strong>of</strong> the Housing Authority <strong>of</strong> <strong>Champaign</strong> County (HACC) to expandaffordable housing for the very low income through the improvement <strong>of</strong> public housing, the creation<strong>of</strong> new affordable scattered site units, and the expansion <strong>of</strong> the Section 8 program. The followingactivities are noted as high priority strategies in the HACC’s five-year plan.Activities:HACC Public Housing Strategies: In the coming year, the HACC plans to maximize the number <strong>of</strong>affordable public housing units available to qualified households by reducing the time units are <strong>of</strong>f-linepending maintenance. The HACC will continue to replace public housing units lost to the inventorythrough mixed finance development and Section 8 replacement vouchers.
