Objectives:a) Assist homeowner-occupants in the upkeep and rehabilitation <strong>of</strong> residential properties. Asnoted in the five-year plan needs assessment, many low-income homeowners are seriously costburdened and financially incapable <strong>of</strong> handling the rising cost <strong>of</strong> home repairs. Insufficient incomeand/or credit worthiness prevents many homeowners from obtaining private home renovationfinancing.Activities:Targeted Full Home Improvement Program: A whole house rehab program targeted to low- andmoderate-income owner-occupied households in <strong>Plan</strong>ning Areas 1, 2, 4, 7, 8, 9, and 14 where propertyvalues (adjusted for size <strong>of</strong> unit) are below <strong>City</strong> average. Income-eligible property owners in other<strong>Plan</strong>ning Areas may also be assisted. The purpose <strong>of</strong> the program is to improve the quality <strong>of</strong> thehousing stock by bringing units into compliance with applicable code requirements, eliminating leadbasedpaint hazards, and improving exterior appearance to achieve maximum neighborhood impact.Inputs: $100,000 HOME Funds, $25,000 local match. Source <strong>of</strong> match funds: recaptured UDAG orFHLB grant if approved during program year.Number and Type <strong>of</strong> Households to be Assisted (Outputs): 5 households total(5 households at 51-80% MFI)Local Outcome Measures:• 5 units in compliance with <strong>City</strong> code• Property values stabilize in targeted areas• Adjacent properties begin to undergo privately funded renovation• Property maintenance (housing) violations eliminated on subject propertiesHUD Performance Objective: Provide decent affordable housingHUD Performance Measurement Outcome: Availability/Accessibility<strong>City</strong>wide Emergency Repair Program: This program addresses repairs <strong>of</strong> an urgent nature thatthreaten the health and safety <strong>of</strong> occupants. Addressing isolated repairs as they occur prevents thefurther deterioration <strong>of</strong> the housing stock.
