Executive SummaryINTRODUCTIONThe <strong>Consolidated</strong> <strong>Plan</strong>The <strong>Consolidated</strong> <strong>Plan</strong> is a document mandated by the U.S. Department <strong>of</strong> Housing and UrbanDevelopment (HUD) that outlines local affordable housing and community development needs andidentifies strategies for addressing them. The plan identifies activities that the <strong>City</strong> expects to undertakethrough direct action or through the provision <strong>of</strong> funding to other entities. In addition to outlininghousing and community development strategies, the <strong>Consolidated</strong> <strong>Plan</strong> includes the <strong>City</strong>’s application forthe federal grants received from HUD. These grants, the Community Development Block Grant (CDBG)and the HOME Investment Partnership, fund the majority <strong>of</strong> the affordable housing and neighborhoodimprovement programs provided by the <strong>City</strong>. These HUD-funded housing and community developmentprograms have a broad national goal to “develop viable urban communities by providing decentaffordable housing and suitable living environment and by expanding economic opportunities, principallyfor low- and moderate-income persons.” The <strong>City</strong> also receives funding through other sources, such asthe Federal Home Loan Bank and the Neighborhood Stabilization Program, to carry out some <strong>of</strong> thestrategies included in the plan.The <strong>Consolidated</strong> <strong>Plan</strong> is divided into three main parts: a community needs assessment, a five-yearstrategic plan, and a one-year action plan. Both the needs assessment and strategic plan are brokendown into two parts: housing issues and non-housing community development issues. The <strong>City</strong> is askedto identify its housing and community development needs, particularly as they relate to low-incomeneighborhoods and neediest populations. In the strategic plan, the <strong>City</strong> is asked to prioritize the needs,suggest strategies for addressing them, and identify measurable objectives for assessing progress towardachieving its goals. During the five-year duration <strong>of</strong> the <strong>Consolidated</strong> <strong>Plan</strong>, the <strong>City</strong> prepares an AnnualAction <strong>Plan</strong> as a yearly update to the <strong>Consolidated</strong> <strong>Plan</strong>. The Annual Action <strong>Plan</strong> provides information toHUD on the activities that the <strong>City</strong> expects to undertake during the upcoming fiscal year. This<strong>Consolidated</strong> <strong>Plan</strong> covers the five year period beginning July 1, <strong>2010</strong> and ending June 30, <strong>2014</strong>. TheAnnual Action <strong>Plan</strong> contains the <strong>City</strong>’s proposed use <strong>of</strong> CDBG, HOME, and non-federal funds for FY <strong>2010</strong>-11.NEEDS ASSESSMENT AND STRATEGIC PLANAffordable Housing Needs AssessmentChapter 3 provides a summary <strong>of</strong> the <strong>City</strong>’s affordable housing needs. The chapter outlines the needs <strong>of</strong>homeowners and renters, as well as the housing needs <strong>of</strong> special populations, such as the elderly anddisabled. The section also includes a discussion <strong>of</strong> homelessness in <strong>Champaign</strong> County and the workbeing done by the Homeless Continuum <strong>of</strong> Care to address the problem. Information provided by theHousing Authority <strong>of</strong> <strong>Champaign</strong> County on issues related to public and assisted housing is included inthe needs assessment, as well as a discussion <strong>of</strong> residential lead-based paint hazards.Affordable Housing Goals and ObjectivesThe <strong>City</strong> <strong>of</strong> <strong>Champaign</strong>’s five-year housing and homelessness strategic plan includes the following majorgoals and objectives, as indicated by the needs analysis:• Preserve the <strong>City</strong>’s housing infrastructure as a valuable community asset through the upkeep andrehab <strong>of</strong> both owner and renter occupied structures.• Eliminate blighted conditions in the <strong>City</strong>’s neighborhoods through enhanced code enforcement, ownereducation, and blight removal activities.Executive Summaryix
