funding the project, or the displacing Agency; or(2) Another reason, such as a delay in the construction <strong>of</strong> thereplacement dwelling, military duty, or hospital stay, as determined bythe <strong>City</strong> <strong>of</strong> <strong>Champaign</strong>.f. Conversion <strong>of</strong> PaymentA displaced person who initially rents a replacement dwelling, and receives arental assistance payment under Sec. 24.402(b), is eligible to receive anyremaining payment in a lump sum, if the person meets the eligibility criteria forsuch payments. To convert a payment to homeownership assistance, a personmust purchase and occupancy a unit within the prescribed 1-year period. Anyportion <strong>of</strong> the rental assistance payment that has been disbursed shall bededucted from the payment computed.g. Payment After DeathA replacement housing payment is personal to the displaced person and uponhis or her death the un-disbursed portion <strong>of</strong> any such payment shall not be paidto the heirs or assigns, except that:(1) The amount attributable to the displaced person's period <strong>of</strong> actualoccupancy <strong>of</strong> the replacement housing shall be paid.(2) Any remaining payment shall be disbursed to the remaining family members<strong>of</strong> the displaced household in any case in which a member <strong>of</strong> a displaced familydies.(3) Any portion <strong>of</strong> a replacement housing payment necessary to satisfy thelegal obligation <strong>of</strong> an estate in connection with the selection <strong>of</strong> a replacementdwelling by or on behalf <strong>of</strong> a deceased person shall be disbursed to the estate.h. Insurance ProceedsTo the extent necessary to avoid duplicate compensation, the amount <strong>of</strong> anyinsurance proceeds received by a person in connection with a loss to thedisplacement dwelling due to a catastrophic occurrence (fire, flood, etc.) shallbe included in the acquisition cost <strong>of</strong> the displacement dwelling whencomputing the price differential. (See Sec. 24.3.)i. No Duplication <strong>of</strong> PaymentsThere is a prohibition against the <strong>City</strong> <strong>of</strong> <strong>Champaign</strong> making a payment to aperson under the Uniform Act regulations that would duplicate another paymentthe person receives under Federal, State, or local law.
