<strong>Core</strong> <strong>Strategy</strong> <strong>Options</strong>space has been tripled. A new arrivals building is due for <strong>com</strong>pletion in the summer of 2011 and willincorporate a high standard of sustainable construction and will utilise renewable energy technologies.A wide-ranging Section 106 Agreement now manages the operational and environmental impactsof the Airport and progress in meeting the obligations is reported annually to the Council and theAirport’s independent Consultative Committee.7.29 It is anticipated that by 2015 the expansion of Bournemouth Airport will create over 1900full-time jobs, generate inward investment of £57 million and provide new training and careeropportunities for local people. It provides an important gateway for inbound visitors for both businessand leisure purposes and currently offers access to more than 65 destinations.7.30 A Masterplan was prepared by Bournemouth Airport which covers the southeast and southwestsectors and was formally adopted in May 2007. It was prepared in response to the Government’sFuture of Air Transport White Paper for the operational airport. It sets out the Airport’s vision for thegrowth and development of the operational airport to 2030. This master plan does not form part ofthe Council’s statutory local development framework but has been subject to public consultation inaccordance with the Air Transport White Paper and informs the production of the <strong>Core</strong> <strong>Strategy</strong>.Airport Business Parks7.31 Employment land located within the Airport site is <strong>com</strong>prised of the North East and NorthWest business parks. Approximately 59ha of land is available for development across both of thesebusiness parks which is currently a very significant proportion of existing employment land supplyfor South East Dorset (The Christchurch and East Dorset Employment Land Review, 2007).7.32 The Bournemouth Dorset and Poole Workspace <strong>Strategy</strong> and Delivery Plan (GVA Grimley,2008) identifies an undersupply of employment land in the short to medium term due to the currentavailability of employment land. It is considered that sufficient supply will be available in the longerterm beyond 2016 following the provision of key transport infrastructure improvements. In order tomeet projected demand for employment land for South East Dorset a minimum of 15 – 20 ha of newemployment development is required at the airport. To provide appropriate flexibility to meet theneeds of business it is desirable to provide in the region of 30+ha of employment land by 2027.7.33 A planning and spatial framework concentrating on the North West sector has been preparedby the airport, who are responsible for managing the business park. It is anticipated that this will bepublished for consultation following the <strong>com</strong>pletion of transport modelling work undertaken inassociation with Dorset County Council.Biodiversity and Geological Conservation7.34 Development of the Airport as a whole is constrained by sensitive nature conservationdesignations which lie within and adjoining the site. Nature conservation designations <strong>com</strong>priseinternationally protected Special Protection Areas (SPA), Special Areas of Conservation (SAC),Ramsar sites, Sites of Special Scientific Interest (SSSI) heathland and local Sites of NatureConservation Interest (SNCI).7.35 The proximity of sensitive environmental habitats and Natura 2000 sites is an ultimateconstraint on the level of development permissible at the operational airport and northern businesspark within environmental limits. This is particularly in consideration of increases in levels of roadtraffic. An Ecological Study to support Appropriate Assessment was undertaken by Land UseConsultants in October 2008, which identified that growth of the northern business park andoperational airport will result in increasing road and air traffic. These increases have implicationsfor air quality which has potentially harmful impacts upon sensitive environmental habitats which liewithin and adjoining the site. Fulfilling the potential of the site will depend on the level of impact onhabitats and whether a sustainable pattern of development can be ensured. There are also potentialimplications of increasing levels of traffic on National Park roads which will need to be considered.<strong>Core</strong> <strong>Strategy</strong> <strong>Options</strong> September 29th, 2010 Christchurch and East Dorset Council Meetings115
