<strong>Core</strong> <strong>Strategy</strong> <strong>Options</strong>Preferred Option HE 9Developer contributions for the provision of open space will be applied to residentialunits of 1 unit net gain or greater.The <strong>Core</strong> <strong>Strategy</strong> will include a developer contributions policy which seeks to deliver new openspace and enhancements to existing facilities in step with new residential development. Fundingacquired through developer contributions will be <strong>com</strong>plimented by other sources of fundingwhere it can be secured.Where appropriate in terms of location and the nature of the development, and where a localneed for small scale facilities has been identified, an on-site contribution will be preferable. Itmay be appropriate for earlier developments to provide the land upon which later developmentspay for structures or equipment. The policy will aim to deliver a <strong>com</strong>bination of new facilitiesand improvements to existing ones, depending on the unique needs of the Local Need Areas(LNA) and the availability of land.Contributions <strong>com</strong>mensurate with demandPopulation increase will be used to determine the relative demand created by differentdevelopments. For residential development, contributions will be on a per-dwelling basis andthe level of contribution will be higher for larger housing than for small houses or flats; this willbe determined by the average occupancy rates (where the average occupancy acts as amultiplier reflecting population increase):Dwelling type and sizeAverage occupancy*(persons per dwelling)1 bedroom flat1 or 2 bedroom house / 2 bedroom flat3 or 4 bedroom house or flat5+ bedroom house or flat1.11.52.32.8(Average dwelling occupancy rates, source: Office of National Statistics 2006 householdprojections)Delivering new and enhanced provisionTo provide an evidence base upon which to base the contributions policy the Councils willproduce an ‘implementation and delivery plan’ which will include a list of the priority needs andobjectives for each LNA and specific opportunities for new or enhanced provision. The plan willprovide costs for establishing and maintaining a range of formal and informal leisure facilities,which will then be factored into the calculation of per-dwelling (residential) and per-hectare(<strong>com</strong>mercial) developer contributions. The plan will also provide developers with clarity aboutwhich form of contribution they will be required to make.
