Core Strategy OptionsNon Preferred Option HE 14Establish a separate contributions policy for Green Infrastructure.This option would implement a new separate charge for green infrastructure through Section106 or through a tariff based approach on the basis that local open space policies, local authoritybudgets and the Dorset Heathlands Interim Planning Framework will be insufficient to deliverthe required level of green infrastructure. Examples of infrastructure that might not be fundablethrough existing mechanisms include connecting routes which do not fall under either ‘openspace’ or ‘heathland mitigation’. Proposals for green infrastructure would be costed up andused to inform a per-dwelling or per-hectare charge to new development.Why is it not a Preferred Option?As above, but the contribution collected would be clearly set out as a separate item. Core Strategy Options14 Meeting Local Needs14.1 Our basic needs include health, safety and shelter. We also need social cohesion andeducation. Without the ability to provide for these needs we fail to live successful and meaningfullives. This chapter sets out options on how to provide for well planned housing, facilities and servicesto meet the needs of the local population.General Housing14.2 Housing is the largest urban land use in the area, with over 60,000 homes in the two districts.There is a significant need for new housing and the following considers how best to deliver the typeof housing required in a form that respects the local area. The amount of new homes to be built andthe principles of where they should be built are dealt with in the main Strategy Chapter and the areabased chapters. This section considers the nature and form that new housing should take. If youwish to view greater detail relating to this subject please refer to the following Key Issues Papers:Housing, Affordable Housing and Community Issues.Rules, Regulations and Advice14.3 NationalEnsure the provision of sufficient good quality new homes including an appropriate mix ofhousing and adequate levels of affordable housing.Give special consideration to the housing needs of children, including gardens, play areas andgreen spaces.Ensure that larger homes are built alongside flats and smaller properties.Plan for the full range of market housing – a variety of high quality housing.The Code for Sustainable Homes is voluntary for privately built housing, but since May 2008all new homes are required to have a Code rating in the Home Information Pack.Of particular relevance is the need to provide adequate space for drying/home office/cyclestorage in the energy and CO 2 emissions category and the provision of adequate private spacein the health and well-being category.All new housing with public funding will be built to Lifetime Homes standard by 2011.Regulation for private housing in England to be built to the Lifetime Homes standard may bebrought in from 2013, the decision on this being dependent on the Government’s review ofprogress in 2010.Meeting the Lifetime Homes requirements currently gives 4 credits within the ‘Health andWell-being’ section of the Code for Sustainable Homes. (PPS1 and PPS3)14.4 LocalPolicy HODEV2 of the East Dorset Local Plan provides detailed criteria to assess the suitabilityof housing development within the urban areas and Village Infill Envelopes.Encourage the development of a sufficient number and type of housing within the partnershiparea which allows the area to flourish.Where are we now?Key Facts34% of the population in Christchurch are above working age and 32% in East Dorsetcompared to 19% nationally.Working age population is low at about 50% and predicted to fall to 47% in the next 20 years.Between 1995 and 2005 there were significantly more deaths than births in both districtswith about 11,500 births and almost 19,000 deaths.Core Strategy Options September 29th, 2010 Christchurch and East Dorset Council Meetings261
