They can reduce unemployment,promote labour productivity andfoster greater labour force participation, particularlyamong women and older workers. Theycan also outsource work to offshore productionand attract international migrants. 42Without proper policy measures, demographicdynamics can increase inequality inthe short run, given that differences in thespeed of the demographic transition acrosshouseholds give richer households an initialadvantage.
