progress will require coordinated policymeasures across development fronts. One ofthe most important of these is equity, becausemore- equitable societies fare better in mostaspects of well-being and are more sustainable.Another is reducing child mortality: rapidprogress is possible in all countries througheducation, particularly of women.Policies also need to consider other forcesthat will influence development, especiallypeople’s meaningful participation in theprocesses that shape their lives. Demand forparticipation grows as people become moreeducated and more connected. Other majorissues are environmental and demographicchange; countries need to act during briefwindows of opportunity to avoid high costs inforgone human development.Most of the opportunities for sustaining andeven accelerating the momentum in humandevelopment lie in the hands of national governments.In an increasingly globalized world,however, governments do not act alone.
