Policies and Procedurestoward graduation, do not extend degree requirements, and aremandatory in several degree and credential programs• Student teaching field experience does not grant graduate credit,but is required for degree conferral as part of a jointmaster’s/credential program• Standard tuition charges apply• Students who do not complete practicums, internships, orresidencies in the time allotted are issued either a grade ofIncomplete (I) or In Progress (IP), depending on the approvedgrading criteria for the course. Students must complete the ”I” or“IP” within the time specified. Students who fail to complete thecourse by the required completion date receive the grade of “F” or“U”, as appropriate for the grading criteria of the class.Students should consult the academic program requirements forfurther information. Veterans should contact the Veterans Affairsoffice at <strong>National</strong> <strong>University</strong> to determine how enrollment in suchcourses may affect benefits.Concurrent Enrollment at Other InstitutionsAfter students are admitted to <strong>National</strong> <strong>University</strong>, all coursesleading to an associate, credential, bachelor’s degree, or master’sdegree must be taken at <strong>National</strong> <strong>University</strong> unless written approvalto take coursework at another institution is given in advance by theOffice of the Registrar. Credit earned at another institution withoutsuch prior approval might not apply toward an academic program at<strong>National</strong> <strong>University</strong>. To qualify for concurrent enrollment, studentsmust:1) Have completed the admissions process and been officiallyevaluated.2) Not exceed the maximum number of units (18 quarter units)authorized by the <strong>University</strong> for each term3) Maintain a 2.0 grade point average in undergraduate studies or a3.0 grade point average in graduate studies4) Submit a “Request for Concurrent Enrollment” accompanied by acourse description to the Office of the Registrar5) Request that an official transcript be sent directly to the Office ofthe Registrar upon completion of the approved course(s)6) Be in good financial standing7) International students must complete 13.5 units prior toconcurrent enrollment approval.8) Submit the concurrent enrollment request no later than two weeksprior to the enrollment date at the other institution.Committee on the Application of Standards(CAS)Exceptions to Academic PoliciesIn cases of exceptional circumstance, students can request anexception to a published <strong>University</strong> academic policy by submitting arequest to the Committee on the Application of Standards (CAS).Convenience or ignorance of a published policy does not constitutesufficient justification for a CAS request. Students should make sucha request through their admissions advisor or via an e-Form on thestudent portal. Students must submit a letter of explanation anddocumentary evidence in support of the request. Each case isdecided upon its own merits and the decision of the committee isfinal and not subject to appeal, unless there is information pertinentto the outcome which was not available at the time of the initialrequest. All decisions rendered by the committee are valid for one (1)year from the date the decision was made. Appeals approved by thecommittee will be considered null and void if a student does not takeaction within the allotted one (1) year time frame. CAS may requireaction be taken within a shorter time frame, based on the studentsunique circumstance and the policy to which an exception has beenrequested.If students meet all of the above conditions, they should take thefollowing steps:1) Fill out a Committee on the Application of Standards Request,available as an e-Form on the student portal, or see an admissionsadvisor for assistance2) The request must include both justification and documentation ofthe special circumstances that necessitate an exception to apublished <strong>University</strong> policy.Institutional Review BoardThe <strong>National</strong> <strong>University</strong> Institutional Review Board (NU-IRB) wasestablished in accordance with federal regulations governing theuse of human subjects in research. The NU-IRB is charged with theresponsibility for review and surveillance of all research involvinghuman subjects carried out at <strong>National</strong> <strong>University</strong>. Review andsurveillance are conducted to assure the protection of the rights andwelfare of all research subjects, including volunteers.Any research conducted by <strong>National</strong> <strong>University</strong> faculty, staff, orstudents that involves human subjects in any way must receive IRBapproval before the research can be undertaken. Also, any researchthat utilizes <strong>National</strong> <strong>University</strong> faculty, staff, or students assubjects must be approved by the NU-IRB before the research canbe undertaken. Research that is based solely on external literaturewritten by others about human subjects does not require approvalof the NU-IRB nor does research that is purely theoretical or isexclusively limited to non-human subjects such as engineering, etc.If the research, however, involves human subjects in any way, suchas being recorded in a data pool or being asked to participate in anexperiment, to be observed, to respond to a survey or questionnaireor to participate in a focus group, then approval of the NU-IRB isrequired.All individuals who conduct research at <strong>National</strong> <strong>University</strong> orunder its auspices shall observe the guidelines and policies in theplanning, designing, and implementation of research projectsinvolving human subjects. These policies and guidelines areintended to supplement, not supplant, ethical guidelines forresearch established by professional organizations that representthe various disciplines within the academic and professionalcommunities. Researchers at the <strong>University</strong> shall strive to maintainthe highest ethical standards and shall utilize the guidelinesdescribed in the policy as minimum standards in the effort toprotect the welfare and rights of their human subjects andcontribute knowledge to their disciplines. Finally researchers mustremember that the highest wisdom is that which cherishes andprotects the dignity of each and every human being. (<strong>National</strong><strong>University</strong> Policy Manual, Policy #8:01:00).The CITI (Collaborative Institutional Training Initiative) Programprovides research ethics instruction in various aspects of theresponsible conduct of research (RCR) including human subjectsprotection, health information privacy and security, laboratoryanimal welfare, research misconduct, data management,authorship, peer review, conflict of interest, mentoring andcollaborative science. <strong>National</strong> <strong>University</strong> uses the CITI program toPolicies andProcedures49
