The high economic and societal costs of re-offending<br />
resulting from the associated police, court and prison<br />
costs are compelling governments to look at more<br />
effective forms of rehabilitation in order to reduce<br />
the number of repeat offenders.<br />
Correctional authorities around the world are<br />
seeing that the private sector can meet their needs<br />
effectively while complying with budget constraints<br />
and bring added expertise to prison management and<br />
offender rehabilitation.<br />

Chile ‑ Rehabilitation sales<br />
At the Alto Hospicio Site in Iquique where Sodexo<br />
provides services, a nearby store sells handcrafted<br />
products made by inmates as part of their<br />
rehabilitation process. A portion of the revenue is<br />
deposited in individual accounts, to be turned over<br />
to the inmates at the time of their release, with a goal<br />
of contributing to lower recidivism. The initiative has<br />
helped increase awareness in the local community of<br />
the emphasis placed on rehabilitation at the prison.<br />

Thinking ahead about post-release careers<br />
“Forum Oriente Express,” an innovative program<br />
traveling between correctional facilities, offers<br />
detainees the opportunity to hear directly from<br />
visiting Company representatives about their<br />
business and to participate in hands-on workshops.<br />
The goal: help spur thinking about potential career<br />
paths as part of preparing for life after prison.<br />
Individualized apprenticeship programs<br />
Through the Inserxo platform, deployed at 22<br />
correctional facilities in France, the needs of<br />
each detainee are assessed and an individualized<br />
apprenticeship program established. In close<br />
partnership with public associations, each detainee’s<br />
progress is monitored with support provided from<br />
incarceration to rehabilitation.<br />

“Day prison” experience an effective deterrent<br />
Under a new program at HMP Forest Bank, launched<br />
by Sodexo in partnership with Greater Manchester<br />
Probation Trust, offenders sentenced to perform<br />
community service work are also getting a taste<br />
of prison life by working in workshops inside the<br />
prison. Observing the greater deterrent effect of “day<br />
prison” compared with community-based work, the<br />
probation service is doubling the program’s size.<br />
No return to prison = return on investment<br />
At a time of tight public finances, an innovative<br />
financing approach proposed by Sodexo combines<br />
socially responsible investors and NGOs in helping<br />
reduce re-offending. Investments in the “Social<br />
Impact Bond” program finance the NGOs’ efforts to<br />
prepare and support the re-entry of detainees into<br />
society. Bond investors will see a return on their<br />
investment only if the re-offending rate drops by at<br />
least 7.5% over six years.<br />
