As already noted, <strong>the</strong> ISS that emerged as a self-consciousfield after <strong>the</strong> Second World War in part built on this tradition, but asnoted above was also distinctive in purpose and personnel, and carried<strong>the</strong> new label and wider orientation <strong>of</strong> <strong>international</strong> <strong>security</strong>. Broadlyspeaking, <strong>the</strong> development and institutionalisation <strong>of</strong> ISS proceeded inparallel with that <strong>of</strong> IR more widely as a field/discipline distinct fromPolitical Science, History and International Law – distinct here meaninghaving its own academic associations, departments, degrees and journals.ISS did not start as part <strong>of</strong> IR, and some <strong>of</strong> its early key thinkers, forexample Schelling, probably never thought <strong>of</strong> <strong>the</strong>mselves as part <strong>of</strong> IR.But <strong>the</strong>ir many overlaps, synergies, shared personnel and intertwinedprocesses <strong>of</strong> institutionalisation steadily drew <strong>the</strong>m toge<strong>the</strong>r. By <strong>the</strong> late1960s, ISS had become one <strong>of</strong> <strong>the</strong> major sub-fields <strong>of</strong> IR without anyonereally noticing this happening. It was not uncommon for major figuresin IR <strong>the</strong>ory, such as Bull, Jervis and Waltz, also to be active writersin ISS.A few <strong>of</strong> <strong>the</strong> institutions in which ISS was to be pursued existed before<strong>the</strong> Second World War (e.g. <strong>the</strong> Brookings Institution think-tank foundedin 1927), but most <strong>of</strong> <strong>the</strong>m came into being as <strong>the</strong> subject <strong>of</strong> ISS developed,aprocessthatisstillongoing.TheUSArmyformedaStrategicStudies research group in <strong>the</strong> mid-1950s, which during <strong>the</strong> 1970s became<strong>the</strong> Strategic Studies Institute <strong>of</strong> <strong>the</strong> US Army War College. The InternationalInstitute for Strategic Studies (IISS) was founded in London in1958. In universities, <strong>the</strong> Institute <strong>of</strong> War and Peace Studies at ColumbiaUniversity was established in 1951, and <strong>the</strong> Department <strong>of</strong> War Studies atKing’s College London also in <strong>the</strong> 1950s. The Mershon Center for InternationalSecurity Studies at Ohio State University was inaugurated in 1967,consolidating programmes on defence and national <strong>security</strong> that datedback to <strong>the</strong> mid-1950s, funded by a private bequest. On <strong>the</strong> governmentside <strong>of</strong> things, <strong>the</strong> US established an Arms Control and DisarmamentAgency (ACDA) in 1961, and in 1965 <strong>the</strong> Indian Defence Ministry set up<strong>the</strong> Institute for Defence Studies and Analyses (IDSA). In its ‘Survey <strong>of</strong>Strategic Studies’ (1970) <strong>the</strong> IISS listed 128 places in 29 countries whereresearch in Strategic Studies (interestingly including Peace Research) wasbeing pursued. Most <strong>of</strong> <strong>the</strong>se were in <strong>the</strong> West and Japan, with <strong>the</strong> USaccounting for 20 and <strong>the</strong> UK 13, but Eastern European and some ThirdWorld countries also had significant representation.The 1970s and 1980s continued this trend, with ever more think-tanks,university programmes and institutes coming into being.
