It is shownthat only one <strong>of</strong> these formulations can possibly predia the tangential forceswhich have been observed in many experiments and the Edwards effect.Many different equations for the force between moving charges havebeen proposed --3. But at low velocities only three <strong>of</strong> these are distinct andhave modern adherents.<strong>The</strong> oldest equation is that suggested by Wilhelm Weber'^ in 1848.This equation is seriously considered by Wesley^. Marinov^. (3raneau^,Papas^ and Phipps^. <strong>The</strong> Weber equation can be derived^ from a scalarpotential which is a function <strong>of</strong> the relative velocitv <strong>of</strong> source and receiver.Consider a charge Q which is in motion at velocitv v. Fig. 1, in a non-rotatingcoordinate system in which the force on a test charge at point P is to bemeasured. <strong>The</strong> distance between source and receiver is r.
