This paper reads like it has been taken straight from a earlier book/monograph<strong>of</strong> the author, with certain referencing not consistent with a research paper.2. <strong>The</strong> paper also reads like one more suitable for an engineering journal thanModern Physics Letters - there are lots <strong>of</strong> details, but yet the reader does notget totally convinced by the claims in the paper. <strong>The</strong>re is simply too muchunorthodox jargon about the experimental setup, which is at least acceptableif there are sufficient calibration studies - i.e. certain known results can beshown to be reproduced by the setup.My general frrling is thnf. I cannot recommend this paper for publication inthe Modern Physics Letters, partly because I am not convinced <strong>of</strong> the claim <strong>of</strong> theviolation <strong>of</strong> the principle <strong>of</strong> relativity made (and supposedly verified) in the paper,and partly because the nature <strong>of</strong> the paper is not in line with the editorial policy.
